Minimum Job Requirements, Knowledge, and Responsibilities
Minimum Qualifications : A Grade 12 certificate, along with a bachelor's degree in Procurement, Supply Chain Management, Logistics, Finance, Audit, Commerce, Public Administration, Business Management, or Accounting (NQF Level 7). An NQF Level 8 qualification in the above fields will be an added advantage.
Minimum Experience : At least 6 years of working experience in SCM, Logistics & Stores, including 3 years at a supervisory level.
Knowledge : Border Management Authority Act and all applicable legislative frameworks.
Professional Registration: Membership in the Chartered Institute of Procurement and Supply (CIPS) or SAICA is an added advantage.
Other Requirements : Flexibility in working hours is required to meet role demands. Overtime may be necessary. A valid driver's license is essential.
Responsibilities / Duties
- Process placement of orders ensuring adherence to all SCM processes.
- Record receipt of goods according to specifications.
- Distribute goods as per RFP instructions.
- Manage inventory and warehouse stores.
- Conduct stocktaking following approved guidelines.
- Match documents and perform reconciliations.
- Prepare payment documentation and ensure payments are made within 30 days.
- Ensure real-time invoicing and record-keeping.
- Oversee travel and booking arrangements.
- Manage human resources, including resource allocation.
- Handle audit processes during audits.
- Prepare for disposal processes and record management according to national archiving standards.
- Review and submit SCM registers (open orders, deviations, irregular expenditure, contracts, and tenders) to senior management timely.
- Manage logistical arrangements, ensuring quality control, specification compliance, and delivery verification.
- Assist in investigating irregular, fruitless, and wasteful expenditure (IFWE) following guidelines.
- Produce monthly and quarterly compliance reports for SCM and Finance regarding internal controls.
- Ensure compliance with statutory and legal requirements, including supplier record accuracy (B-BBEE, Tax info).
- Contribute to the development of SCM and Finance policies and procedures.
- Support fraud controls, risk prevention, governance, and compliance initiatives.
- Assist in internal and external audit processes.
- Maintain quality risk management standards.
- Build and maintain relationships with BMA officers and governance committees.
- Advocate on financial accounting matters for informed decision-making.
- Participate in planning and preparing the annual business unit budget.
- Implement, manage, and monitor the budget, reporting variances.
- Promote continuous learning through coaching and mentoring.
