KEY RESPONSIBILITIES:
- Develop and maintain Asset Management and Inventory Management strategies, policies, and Standard Operating Procedures (SOPs) across all operational regions.
- Participate in planning and monitoring of infrastructure projects and asset upgrades, ensuring alignment with organizational goals.
- Improve business processes for asset lifecycle management, develop maintenance, refurbishment, and replacement plans in line with GRAP and the Fixed Asset Register (FAR).
- Prioritize asset programs based on funding and risk, manage asset budgets, and develop disposal strategies consistent with FAR and GRAP.
- Align depreciation models and financial treatment of assets with GRAP standards to ensure FAR accuracy.
- Unbundle assets following best practices and ensure the Servitude register's accuracy.
- Identify inefficiencies, consolidate investment programs with financial costing, and perform month-end and year-end FAR reconciliations.
- Maintain and update the asset management financial system for real-time data accuracy.
- Develop models for physical asset verification, condition assessment, and impairment reviews.
- Ensure proper asset initial take-on, barcoding, classification, and reconciliation of WIP and fixed asset registers monthly.
- Oversee inventory management, GRAP-compliant recognition, and valuation.
- Evaluate funding strategies, prepare business cases, and support infrastructure funding applications, including grants and PPPs.
- Ensure adequate insurance coverage for assets.
- Compile and submit reports per GRAP and internal standards.
- Build stakeholder relationships, present reports, and serve as the primary contact for auditors.
- Provide training on asset policies, GRAP standards, and SOPs, and develop training materials.
- Coordinate engagements with DWS, National Treasury, and municipalities.
- Lead or support automated asset tracking system implementation and improvements.
- Coordinate asset handovers for completed projects and conduct benchmarking against peers.
- Identify and manage asset-related risks and ensure compliance with health and safety regulations.
- Perform other relevant duties as assigned.
MINIMUM REQUIREMENTS:
- Bachelor's degree in finance, accounting, or asset management.
- At least 5 years of senior experience in Financial Asset Management.
- Proficiency in written and verbal communication.
- Experience overseeing water infrastructure assets and understanding of water asset management systems.
- Extensive knowledge of PFMA and GRAP requirements for Asset Management.
- Knowledge of water services legislation and operational applicability.
- Valid Driver’s License.
