Responsibilities
Analyse Learning Material
- Analyse learning material to ensure that it is updated and user friendly.
- Work with Subject Matter Experts, training officers, and learning and development professionals to identify gaps in learning material and make necessary changes.
- Analyse the learning aims of programmes and design solutions (classroom, technology, and blended) that align with these.
- Conduct needs analyses, including assessing learning needs, audience, and placement.
- Collaborate with the learning and development specialist to prepare for and conduct workshops.
- Incorporate workshop findings into programme and curriculum design.
- Design programmes, including formulating high-level solution outcomes, curriculum structure, delivery design, and programme evaluation.
- Analyse and select appropriate technologies for use.
- Organise and place content for effective learning, grounded in learning theory and design principles.
Curriculum Design and Content Development
- In respect of Needs Assessment: Collaborate with stakeholders to identify and assess learning needs, goals, and objectives.
- Analyse data and feedback to determine the gap between current and desired knowledge or skills.
- In respect of Learning Strategy Development: Create comprehensive learning strategies tailored to the target audience and learning objectives.
- Select appropriate learning methods, tools, and technologies to facilitate effective learning experiences.
- Design structured learning paths or curricula to ensure a cohesive and progressive learning journey.
- In respect of Curriculum Design: Develop instructional materials, including courses, modules, and learning resources.
- Define learning objectives, outcomes, and assessments to measure learner progress.
- Ensure alignment with industry standards, best practices, and relevant learning theories.
- In respect of Technology Integration: Utilise e-learning platforms, Learning Management Systems (LMS), and other educational technologies to enhance the learning experience.
- Incorporate multimedia elements, gamification, and interactive content to engage learners.
- In respect of Content Creation and Curation: Generate or curate learning materials, including text, video, and interactive content.
- Keep content up-to-date and relevant by monitoring industry trends and feedback.
- In respect of Evaluation and Improvement: Implement assessment methods to measure the effectiveness of learning strategies.
- Continuously analyse and review learning programmes, adjusting and improving based on feedback and data.
- In respect of Learning Support: Provide guidance and support to learners, instructors, or facilitators.
- Foster a positive learning environment and assist learners when they encounter challenges.
- In respect of Policy Alignment and Compliance: Stay up-to-date with emerging educational trends and technologies.
- Integrate innovative approaches to learning strategy design and stay updated on labour laws, regulations, and industry best practices that impact organizational learning strategies.
- Ensure compliance of learning strategy design practices with relevant laws and policies.
- Develop and update People policies to reflect changes in employment regulations.
- Ensure that any grants or external funding received for learning initiatives are used in accordance with guidelines and regulations.
- Stay informed about emerging learning technologies and evaluate their suitability for improving learning strategies.
- Identify potential risks associated with learning strategy initiatives and develop risk mitigation plans.
- Apply design thinking to understand employee needs and incorporate feedback.
- Implement and monitor subjective experiences of employees regarding learning strategies through processes, systems, and human touchpoints.
- Assist People Partners in understanding and implementing learning strategy designs.
- Maintain detailed records and documentation of learning strategy initiatives and report progress, challenges, and achievements to leadership and stakeholders.
- Develop standard learning templates for online and classroom training.
- Collaborate with learning and development professionals, training officers, and subject matter experts to develop content syllabi, course introductions, learning outcomes, instructional topics/modules, activities, assignments, discussions, presentations, assessments, pre-work, and facilitator notes.
- Migrate traditional classroom content to the learning management system.
- Develop innovative ideas for e-learning and translate these into digital solutions (digitalisation, blended learning, etc.).
- Create and formulate learning objectives and programme content outlines, including flow and structure.
- Conduct content gap analyses to identify areas needing more content or explanation.
Data Literacy and Digital Agility
- Collect and analyse data related to learner performance, engagement, and progress in digital environments.
- Use data analytics tools to derive insights, identify patterns, and make data-driven decisions to enhance learning strategies.
- Implement learning analytics systems to measure programme effectiveness.
- Monitor KPIs such as completion rates, assessment scores, and time spent on activities.
- Utilise data to create personalised learning experiences, adapting content and assessments to individual needs.
- Implement recommendation engines to suggest relevant resources based on learner profiles.
- Conduct A/B tests to compare impacts of different instructional designs or content formats.
- Use results to refine digital learning components.
- Manage Learning Management Systems (LMS) to organise and deliver digital content.
- Customise LMS settings to align with learning goals.
- Ensure digital content is up-to-date, accessible, and appropriately tagged.
- Incorporate gamification, simulations, and interactive scenarios to boost engagement.
- Create immersive learning experiences using digital tools and platforms.
- Optimise content for mobile access across various devices.
- Explore mobile learning apps and responsive designs for seamless access.
- Design intuitive user interfaces for digital content.
- Conduct usability testing to improve user interfaces.

- Collaborate with subject matter experts, instructional designers, and stakeholders to ensure quality learning materials and programmes.
- Work with People teams, BULs, and leadership to align strategies with organisational objectives.
- Create reports and visualisations to communicate impact and outcomes.
- Clarify and define clear, measurable learning goals with stakeholders.
- Partner with training teams to ensure smooth programme execution.
- Engage employees at all levels to understand their career goals.
- Communicate development opportunities and promote internal mobility.
- Collaborate with external consultants to bring specialised knowledge.

- Provide regular updates on learning initiatives.

Develop Learning Technology
- Develop and deploy e-learning across platforms like Studio, Canvas, Articulate Storyline.
- Guide teams and clients on LMS functionalities through training and meetings.
- Collaborate with technology teams to develop new functionalities.
- Research and source the best LMS solutions for client needs.
Learning Experience and Journey
- Define clear learning objectives aligned with experience strategy.
- Articulate user stories and journeys within digital learning environments.
- Identify functional requirements for engaging learning experiences.
- Define content delivery platforms, materials, and support resources.
- Focus on how learners access and engage with content, collaborating with the learning community.
- Partner with the learning team to maintain touchpoints between design and development.
- Ensure learning interventions are well-communicated and effectively rolled out.
Learning Design
- Support the design of innovative learning journeys using best practices.
- Optimize learning journeys for all interventions.
- Design user-friendly interfaces for learning experiences.
- Integrate learning experiences with related systems through collaboration.

- Measure progress of experience design initiatives and address challenges.

Requirements
- Bachelor's degree in Education, Instructional Design, or related fields.
- Post-graduate qualification in Education or Instructional Design (added advantage).
- Minimum of 6 years of experience in learning design, with at least 3 years focused on developing learning objectives aligned with organisational goals.
- Experience leading the design and development of learning programmes, preferably in the public sector or professional services environment (such as auditing).
