Job Purpose
The Learning & Development Officer is responsible for the implementation, coordination, and continuous improvement of learning and development initiatives across the organisation. The role partners with business stakeholders to identify development needs, coordinates learning programmes, supports skills development compliance activities, and administers learning systems and processes to ensure employees have access to effective development opportunities that support business objectives.
Requirements
Bachelor's Degree in Human Resources, Human Resource Development, Education, Industrial Psychology, Organisational Psychology, or a related field
Experience & Industry Knowledge
- 3 to 5 years' experience in Learning & Development, Talent Development, Human Resources, or Organisational Development
- Experience coordinating and administering learning programmes across multiple business functions
- Experience supporting skills development and training compliance initiatives
- Experience working with Learning Management Systems (LMS) and digital learning platforms
- Strong reporting and data analysis capability using Excel and other reporting tools
- Knowledge of South African Skills Development legislation, BBBEE Skills Development requirements, and SETA processes.
Preferred
- Experience compiling WSP and ATR submissions
- Experience designing and facilitating learning interventions
- Exposure to learning analytics, digital learning tools, and process automation.
Responsibilities
Business Management
- Support the implementation of the organisation's learning and development strategy and annual learning plan
- Partner with managers to identify learning needs, skills gaps, and development priorities
- Support the development and maintenance of Individual Development Plans (IDPs) and career development initiatives
- Coordinate learning initiatives that contribute to Skills Development and BBBEE objectives
- Assist with the preparation and administration of Workplace Skills Plans (WSP) and Annual Training Reports (ATR)
- Liaise with SETAs, training providers, and other external stakeholders to support learning delivery and compliance requirements
- Promote a culture of continuous learning, self-development, and professional growth throughout the organisation
- Support learning-related reporting and provide insights to stakeholders on training activities and outcome
Core Technical Delivery
- Coordinate and implement learning and development programmes aligned to business and employee development needs
- Conduct learning needs assessments and support skills audits where required
- Coordinate onboarding, compliance, technical, leadership, and professional development programmes
- Develop, adapt, and maintain training materials, learner guides, presentations, and digital learning content
- Facilitate learning interventions and workshops where appropriate
- Administer and maintain the Learning Management System (LMS) and associated learning technologies
- Manage enrolments, attendance records, assessments, certifications, and learner completion tracking
- Support the implementation of classroom, virtual, blended, and e-learning solutions
- Collaborate with subject matter experts to ensure learning content remains relevant and effective
- Monitor learning participation and programme effectiveness and recommend improvements where required
- Support innovation through the use of digital learning tools and modern learning methodologies.
Quality Management
- Ensure learning records, training documentation, and compliance evidence are accurate, complete, and audit-ready
- Maintain compliance with applicable skills development legislation, organisational policies, and quality requirements
- Support internal and external audits through the provision of learning records and supporting documentation
- Monitor learning data integrity and ensure accurate reporting of training activities
- Analyse learning trends, training outcomes, and participation data to identify improvement opportunities
- Support the continuous improvement of learning systems, processes, and reporting mechanisms
- Assist in automating and streamlining learning administration and reporting processes where possible
- Contribute to maintaining a culture of compliance, continuous improvement, and operational excellence within the Learning & Development function.
