IT Governance, Compliance, and PMO Manager

Job Purpose

The IT Governance, Compliance & PMO Manager is responsible for overseeing IT General Controls (ITGC), IT Governance, Compliance, and the Project Management Office (PMO) across Vector IT. This role ensures the adoption of consistent IT governance frameworks, risk management methodologies, and project management standards to improve project execution, regulatory compliance, and IT contract governance. It also involves managing IT Contracts to ensure compliance with legal and financial obligations, maintaining oversight of IT budgets, and aligning IT strategies with organizational goals.

Key Responsibilities
  1. IT Governance, Risk, and Compliance (GRC):
    • Establish and enforce IT Governance frameworks aligned with COBIT, ISO, ITIL, and NIST standards.
    • Ensure consistent application of IT General Controls (ITGC) and lead audit readiness efforts.
    • Manage IT risk assessments and maintain an up-to-date IT risk register.
    • Maintain and update IT policies and procedures to comply with regulations such as POPIA and Cybersecurity Act.
    • Support business continuity and disaster recovery planning.
  2. Project Portfolio & PMO Governance:
    • Develop and enforce IT project governance standards.
    • Oversee enterprise-wide IT Portfolio Management, ensuring projects align with strategic objectives.
    • Define project approval processes and risk management frameworks.
    • Track project performance and ensure successful project transitions into operations.
  3. IT Contracts & Vendor Governance:
    • Implement IT Contract Management Frameworks and maintain a centralized contract repository.
    • Lead negotiations and monitor third-party vendor performance.
    • Ensure contracts meet security and compliance standards.
  4. IT Risk Management & Audit Compliance:
    • Maintain the IT Risk Register and coordinate external audits.
    • Ensure cybersecurity governance and IT policy updates in response to audit findings.
  5. Financial Oversight & Continuous Improvement:
    • Oversee IT budget planning and expenditure in collaboration with Finance.
    • Drive a culture of continuous improvement and stakeholder engagement.
    • Develop training programs to promote IT governance awareness.

  • Internal: Senior Managers, Executives, IT Director, Stakeholders
  • External: Contractors, Vendors, Auditors
Qualifications and Experience
  • Minimum 7 years' experience in diverse IT functions, including ITGC audits.
  • Relevant degree or diploma; PMP and CISA certifications required; CGEIT and CRISC preferred.
  • Knowledge of service management methodologies (ITIL), Enterprise Architecture (TOGAF), and cybersecurity frameworks (NIST, CIS, CSA, ISO).
  • Strong communication, negotiation, and leadership skills.
