Overview

The Reaching Impact, Saturation, and Epidemic Control (RISE) project is a multi-year global initiative funded by the United States Agency for International Development (USAID). It collaborates with countries to attain and sustain epidemic control, strengthening local partners' capacity to manage and achieve results through sustainable, self-reliant, and resilient health systems.

RISE South Africa is recruiting multiple positions to fulfill its mandate.

The role of Information Manager Consultant is a temporary position within Jhpiego, funded from June to September.

Under the supervision of the Senior Technical Advisor for the USAID-funded Vaccine Readiness Project in South Africa, the Information Manager Consultant will work collaboratively to translate requirements for designing, developing, and maintaining health data systems that meet strategic and operational reporting needs for surveillance data at NICD. The role also involves managing activities related to reporting national health surveillance data.

Responsibilities
  • Prepare and provide datasets required for epidemiological analyses.
  • Contribute to the surveillance data management strategy, ensuring alignment with the NICD surveillance vision and the NDOH health information management strategy.
  • Develop and implement standards and guidance for data use and confidentiality, including SOPs for reporting.
  • Perform preliminary data exploration, curation, and compile proof-of-concept reports, conveying requirements for development.
  • Conduct testing, data validation, and acceptance testing on reports.
  • Establish and maintain stakeholder links, including Service Level Agreements with the Department of Health, and input into system requirements for long-term data archiving and integrity.
  • Train and develop NDOH/partner organization and NICD users/data analysts in epidemiological and surveillance data management.
  • Participate in projects related to surveillance data and systems.
  • Collaborate on designing and implementing new data management applications, supporting existing ones, and integrating spatial and non-spatial data, culminating in a report of lessons learned and best practices.

Qualifications
  • 3-year degree in computer science, information systems, health data management, epidemiology, or health sciences
  • Understanding of Geographic Information Systems (GIS)
  • Experience with database systems, SQL, MS Access, MS Excel, .Net architecture, Microstrategy or similar software
  • At least 5 years' experience in data management and scientific dataset analysis
  • Report writing experience
  • Knowledge of laboratory reporting, especially NHLS and NICD
  • Experience in developing health dashboards
  • Understanding of South African health systems
  • Self-driven with excellent organizational, communication, relationship-building, time management, leadership, and decision-making skills
  • Attention to detail, innovation, and adaptability
