HUMAN RESOURCES MANAGER - 5 YEAR CONTRACT
THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
- Provide strategic transformational and intellectual leadership of the ECSECC HR Function.
- Develop a Human Resources Plan and a budget that aligns with the five-year strategic plan.
- Align HR strategies with ECSECC objectives and support organisational restructuring.
- Manage the approval process of the ECSECC organogram on an annual basis and develop a plan to fill all posts timeously while ensuring an ethical, professional, and flexible talent acquisition process.
- Drive the development and implementation of the Employment Equity Plan within ECSECC, as per the requirements of the Department of Labour.
- Review, adopt and implement all Labour Related Policies that align with RSA Labour Policies.
- Employee engagement and retention:
- Develop an onboarding and induction system for employees accompanied by a probation system.
- Scout for talent through use and development of interns.
- Conduct employee satisfaction surveys.
- Manage exit interviews and turnover analysis.
- Maintain employee safety and effectively implement COIDA and OHSA requirements within ECSECC.
- Support Human Capital efficacy through:
- Manage the development and effective implementation of the Performance Management System for the whole organisation.
- Manage the staff development system to achieve organisational goals and meet staff development targets.
- Manage the development, effective implementation and review of the up-to-date job grading system within ECSECC.
- Manage the implementation of skills development policy, resolve disputes and put in place systems and tools that promote a conducive environment for staff development.
- Manage the implementation of the wellness policy and implement employee support policies.
- HR Unit management for organisational success:
- Manage the implementation of programme deliverables and outputs.
- Guide the organisation on requirements of human resource legislation (i.e., employment equity, basic conditions of employment, skills development, health and safety, etc.).
- Actively mentor interns and junior staff in their professional development.
- Foster good relations between ECSECC and recognized unions while facilitating the resolution of disputes.
- Manage the process of grievance handling and disciplinary processes within the organisation.
- Reporting:
- Submit reports to the relevant legislative bodies (Provincial Legislature, etc.).
- Submit and present reports to the ECSECC Board, F&A Board subcommittee, Audit Committee, etc.
- Report on legal matters.
- Manage interdependencies with all programmes at ECSECC including but not limited to:
- Manage the panel of legal attorneys and the budget.
- Develop terms of reference for all the HR projects for Supply Chain processes.
- Optimize office space management in accordance with new norms and models.
- Manage HR Technology and Analytics.
- Manage salary structuring and designing employee benefits (retirement plans, insurances, etc.).
- OTHER TASKS ARE AS FOLLOWS:
- Participate in ECSECC events.
- Assist Programme Managers with understanding of human resource matters and related legislature.
MINIMUM REQUIREMENTS:
- A Master's degree (NQF Level 9) in Human Resources Management or Industrial Psychology or other related fields.
- Eight years' management experience in Human Resources Management.
- Experience in systems development that enables effective implementation of Labour Related policies.
OTHER REQUIREMENTS:
- Advanced understanding of Human Resources in similar knowledge organisations and of the Legislation of the Republic of South Africa.
