Job description

Tulane International seeks a Technical Assistance & Data Management Director.

The Technical Assistance and Data Management Director will contribute to Tulane International’s successful execution of the “Protecting Highly Vulnerable Children – Research, Monitoring and Quality Improvement Activity.” Work includes providing technical leadership for developing standardized monitoring systems, guidance, and training for South African PEPFAR-funded partners involved in community-based programming for orphans and vulnerable children (OVC) and DREAMS programming (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) for adolescent girls and young women (AGYW). The candidate will also enhance Tulane’s leadership through strategic stakeholder relationships and publications in peer-reviewed journals and other forums. High technical expertise, extensive experience with PEPFAR monitoring and evaluation, and strong leadership and communication skills are required.

Location: Position can be based in Cape Town or Durban. Relocation costs are not provided.

REQUIRED EDUCATION AND EXPERIENCE:

  • Master’s degree or higher in public health, informatics, public policy, social or behavioral sciences, or related fields.
  • At least 5 years of experience in public health areas such as HIV/AIDS (including OVC), child health/survival, or monitoring and evaluation.
  • At least 5 years of progressively responsible experience in a technical advisory role for large-scale family and community programs.
  • At least 5 years of experience advising on PEPFAR-funded activities focused on OVC wellbeing, HIV prevention among AGYW, and data management.
  • Experience in strengthening coordination between clinical and community stakeholders and operationalizing integrated service delivery models.
  • Experience applying PEPFAR technical guidance for performance monitoring, reporting, and data management.
  • Experience working closely with USG donors and local program and research partners.
  • Experience with monitoring and evaluation methods, including routine systems, longitudinal surveys, operations research, and qualitative research.

KNOWLEDGE, SKILLS, AND COMPETENCIES:

  • Expertise in USAID guidelines and standards for HIV programs by community partners.
  • Strong written, presentation, communication, and organizational skills in English.
  • Ability to lead and collaborate on academic publications and gray literature.
  • Capacity to prioritize tasks, work independently, meet deadlines, and maintain high quality and attention to detail.
  • Proven project leadership, including proposal writing, planning, budgeting, and stakeholder engagement.
  • Ability to manage large teams and coordinate with government, civil society, and private sector stakeholders.
  • Advanced skills in database management programs.
