Job summary

Higher Health is seeking a qualified HTS & Counselling professional to deliver HIV testing and counselling services to AGYW learners at TVET institutions. You will educate on HIV, TB, SRHR and mental health, maintain confidentiality, and ensure accurate data capture in MyHope and DHIS.

You will oversee vending machines for HIV self-screening kits, coordinate with stakeholders, and support linkage to care while meeting UNAIDS-CIDCA project requirements.

Qualifications

  • Minimum 2 years of HIV Counselling and Testing (HCT) experience.
  • Experience with adolescents/AGYW in HIV, SRHR, TB, GBV, or mental health.

HIV Testing Services (HTS) & Counselling
  • Conduct HIV Counselling and Testing (HCT) services for AGYW learners at TVET institutions, in line with national HTS guidelines.
  • Deliver the core package of HIV, TB, STI, SRHR, GBV, and mental health prevention interventions, including health education sessions.
  • Conduct pre- and post-test counselling, ensuring client confidentiality and informed consent at all times.
  • Provide HIV self-screening kit education and support to learners accessing automated dispensing (vending) machines.
  • Conduct risk assessments and facilitate access to SRHR commodities and services for beneficiaries.
  • Refer and link beneficiaries identified with vulnerabilities to appropriate treatment, care, and support services, in line with UNAIDS and Higher Health protocols.
  • Maintain professional and ethical counselling standards in accordance with the UNAIDS-CIDCA project requirements.
  • Undertake ad hoc tasks related to HTS service delivery as directed by the Project Coordinator.
  • Consistently check counselling and testing records for accuracy and completeness
  • Ensure beneficiaries’ linkage to care is initiated at first point of contact.
Data Capturing & Reporting
  • Enter and complete information from prescribed tools of trade including HIV testing consent forms, HTS registers, digital risk assessments & awareness registers.
  • Count and capture enrolment forms, core package forms, and service plans on the relevant electronic system(s) (e.g. MyHope, DHIS, Excel).
  • Ensure biomedical, consent, and risk screening forms are completed and captured accurately.
  • Capture data generated through automated dispensing (vending) machines, including HIV self-screening kit distribution.
  • Support the UNAIDS-CIDCA Project Coordinator in completing statistical reports for UNAIDS and Higher Health.
Linkage to Care & Psychosocial Support
  • Fast-track initiation counselling for beneficiaries testing positive, and coach on the importance of treatment initiation.
  • Record clients not ready for same-day initiation and follow up on treatment initiation status.
  • Follow up on missed appointments and re-engage beneficiaries in care and support services.
  • Provide psychosocial support to beneficiaries identified with vulnerabilities during risk assessment, ensuring successful linkage to treatment, care, and support services.
Vending Machine Oversight & Stock Management
  • Ensure vending machines are fully stocked at all times with HIV self-screening kits and SRHR commodities.
  • Monitor vending machine connectivity to the internet and functionality, taking proactive steps to resolve any technical bottlenecks.
  • Collaborate with internal teams (logistics, programme staff) and external stakeholders (suppliers, campus management) to manage stock levels and replenishment.
  • Generate and submit regular reports on vending machine consumption, usage trends, and stock status to inform programme planning and resource allocation.
  • Escalate and resolve technical or operational issues promptly to minimize service disruption.
Administrative & Stakeholder Engagement
  • Responsible for storing and filing completed information and maintaining records of work tasks and completed documents.
  • Perform administrative tasks such as word processing, completing paperwork, and maintaining accurate records and files.
  • Attend to telephone and in-person queries from learners, TVET institution staff, and other stakeholders.
  • Operate a variety of equipment, including computers, scanners, printers, and automated dispensing (vending) machines, and load machines with required stock, including HIV self-screening kits.
  • Build and maintain positive working relationships with TVET institution staff and management, and uphold compliance with UNAIDS project requirements and Higher Health policies.
Requirements
Experience
  • Experience providing HIV Counselling and Testing minimum of 2 years (HCT) services, preferably within a TVET, or youth-focused setting
  • Experience working with adolescents and young people (AGYW) on HIV, SRHR, TB, GBV, or mental health issues
  • Experience with data capturing and electronic reporting systems (e.g. MyHope, DHIS, Excel)
  • Excellent record keeping and filing system
  • High level of computer literacy, primarily in Microsoft Office Packages (Word, Excel, PowerPoint)
  • Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly, with excellent attention to detail and deadlines
