Job description

HR Skills Development Manager required in Cape Town.

Do you have 5 years of experience as an HR Generalist dealing with skills & development within a corporate team?

Our client, based in Cape Town CBD, is seeking an experienced HR specialist to lead in systems integration and the continuous review and governance of skills development policies. You will act as the custodian of HR policies and procedures, ensuring the organisation maintains up-to-date learning frameworks, compliant HR processes, and robust data integrity aligned with its strategic goals.

To succeed in this position, you’ll need a thorough understanding of South African Labour Law, SETA regulations, BBBEE requirements, and skills development frameworks. This role reports directly to the Head of Human Capital.

Requirements:

  • Diploma or Bachelor’s degree in HR, Industrial/Organisational Psychology, or a related field.
  • 3–5 years of experience in HR generalist roles or L&D coordination, with demonstrated policy review expertise.
  • Proficient in HRIS platforms (SAGE, BambooHR), Excel, and document management.
  • In-depth knowledge of SA labour law, SETA, BBBEE & Skills Development frameworks.
  • Advanced proficiency in Excel, PowerPoint, Word, and Visio is preferred.
  • Familiarity with the renewable energy sector is a plus.
  • Clear communicator with a collaborative approach.
  • Fluent in English (read, write & speak); additional languages are advantageous.
  • Proven experience in HR skills development and training plan implementation.
  • Business-savvy with an understanding of performance drivers and strategy.
  • Passionate about employee growth with a coaching mindset.
  • Skilled in policy, compliance, and framework application.
  • Detail-oriented with strong data and analytical skills.
  • Able to manage multiple deadlines under pressure.
  • Self-driven with strong accountability and excellent problem-solving skills.

Duties and Responsibilities:

  • Coordinate end-to-end delivery of training programs, workshops, and team-building events, including scheduling, logistics, enrolments, vendor management, and reporting.
  • Maintain up-to-date HR and L&D documentation—policies, procedures, templates, and compliance records—within SharePoint and the HRIS.
  • Act as the key administrative contact for SETA, BBBEE, and audits, ensuring accurate and timely submission of WSPs, ATRs, and related compliance reports.
  • Conduct regular audits of existing L&D and skills development policies to ensure alignment with SA labour laws, SETA requirements, and organisational strategy.
  • Draft policy revisions, circulate for stakeholder feedback, and manage version control, ensuring clear communication of updates to managers and employees.
  • Monitor legislative changes (EEA, SDA, LRA, BCEA) and adjust organisational policies accordingly, preparing briefing notes and training materials for line managers.
  • Act as a trusted advisor to employees and managers, fostering open dialogue around Personal Development Plans (PDPs), 360° reviews, & succession discussions.
  • Promote a culture of continuous learning by identifying skill gaps, recommending development solutions, and driving participation through targeted communications.
  • Deliver L&D programs, policy reviews, and compliance submissions.
  • Ensure HR and skills-development policies and records are up-to-date and audit-ready.
  • Maintain robust, integrated HRIS functionality with accurate, timely reporting.
  • Propose system enhancements, policy updates, and process improvements.
  • Handle major compliance breaches, significant system outages, or material budget variances.
