Requirements
- A bachelor's degree in Human Resources.
- A minimum of 4 to 5 years of experience in Human Resources, including labour relations.
- Knowledge of standard practices, processes, and procedures related to HR Planning.
- Knowledge of Human Resource frameworks, policies, and procedures applicable to constitutional bodies.
- Understanding and ability to develop and apply human resources strategic and administrative processes (e.g., wellness programmes, talent management, learning and development, transfers, personnel records).
- Knowledge of Labour Law.
- Skills in human resources statistical analysis and reporting.
- Knowledge of payroll administration.
- Computer literacy.
- Ability to design performance measurements and scores.
- Ability to analyze, interpret, and evaluate performance reports.
- Effective communication of performance information.
- Ability to produce performance results within standard and timeframes.
- Understanding of statutory and regulatory requirements regarding performance monitoring, evaluation, and reporting, including relevant sections of the Public Finance Management Act and Treasury Regulations.
Responsibilities
- Provide strategic leadership on all human resources matters.
- Develop and review HR management and development policies, procedures, and processes.
- Manage HR administration practices, including reporting.
- Develop and implement recruitment and selection mechanisms aligned with market trends.
- Manage learning and development strategies and programs.
- Implement change management strategies to foster a high-performance culture.
- Manage performance management systems.
- Support talent management and employee retention initiatives.
- Manage employee relations and wellness programs.
- Develop and implement employment equity plans and employee engagement surveys.
- Develop HR service delivery strategies to improve turnaround times.
- Advise management on HR matters.
- Manage HR systems and ensure their effective operation.
- Track employee performance and manage benefits and compensation.
- Handle labour relations, conflicts, disciplinary actions, and terminations.
- Perform other HR duties as required.
