Qualifications

Job description

Main job function
• Maintain current knowledge of applicable laws and regulations, keeping abreast of recent changes
• Prepare a wide array of monthly and quarterly regulatory affairs reports
• Draft and review contracts
• Ensure that the CEO is aware of all regulatory and legal issues
• Ensure statutory & regulatory compliance across the business, maintain the business’s integrity both internally and externally (reputational risk and corporate governance)
• Ensure that the organization complies with all applicable legislation, codes and requests for information
• Provide legal advice to the organization in accordance with specified requirements and timeframes
• Respond to complaints lodged against the stations with the ARB and represent the stations before the ARB
• Respond to complaints lodged against the stations with the BCCSA and represent the stations before the tribunal
• Monitor license conditions for compliance and ensure compliance with ARB and BCCSA rulings
• Ensure timely submission of compliance reports to ICASA
• Ensure managers comply with regulatory requirement and institute corrective action according to agreed timeframes
• Ensure that Broadcasting’s needs are efficiently and sufficiently tabled at NAB Radio Committee, NAB EXCO and other industry forums
• Sit on industry bodies and forums as determined by the business from time to time, e.g. NAB, BCCSA, ICASA, etc.
• Responsible for stakeholder relations with the regulator (ICASA), the Department of Communications and Digital Technologies (DCDT), the Parliamentary Portfolio Committee on Communications and other industry stakeholders.
• Make submissions to and represent the business before the Parliamentary Portfolio Committee on Communications and the DCDT on applicable legislative processes

Qualifications
• Completed LLB Degree

Criteria
5+ years legal experience
post admission as an Attorney
Excellent knowledge and understanding of Administrative, Company and Commercial Law
Knowledge of the Broadcasting and Labour Legislation
Knowledge of ICASA’s processes as they relate to Broadcasting
