Job Overview: To manage the compilation of the annual capital budgets and longer-term capital plans, as well as all planning related to water and sanitation infrastructure, including reticulation, reservoirs, pump stations, and wastewater treatment works.
Duties & Responsibilities
- Prepare the departmental contributions to the 3-year Strategic Plan and the Annual Business Plans regarding capital and medium-term plans.
- Evaluate and prioritize risks, assessing options for risk management.
- Develop departmental management plans and authorize their implementation.
- Oversee capital budget planning, project initiation, and coordinate with other sections and external bodies.
- Develop, review, manage, and report on infrastructure Asset Management in line with policies and guidelines.
- Monitor, review, and approve development applications.
- Manage conceptual scoping assignments.
- Review departmental organization structure and recommend improvements.
- Develop systems and procedures for managing departmental performance and deliverables.
- Control departmental expenditure to ensure appropriate and necessary spending.
- Implement compliance management systems.
- Participate in committees to review and implement long-term projects.
- Foster a culture of excellence through performance appraisals and staff development opportunities.
- Approve departmental training needs based on performance evaluations.
- Manage water and wastewater infrastructure planning, monitoring, and forecasting.
- Ensure ongoing investigations into capacity and infrastructure condition for future development needs.
- Oversee the preparation of annual capital budgets and financial plans.
- Manage the Water Services Development Plan.
- Ensure resources are effectively managed for strategic planning.
- Set and report on performance indicators monthly.
- Align asset management practices with local, national, and international standards.
- Manage wayleave applications, building plans, township development applications, and approve engineering reports and drawings.
- Oversee GIS and Asset Management system updates and maintenance.
Desired Experience & Qualifications
- B Tech / BSc Civil Engineering (NQF 7)
- Registered for Professional Engineer or Professional Technologist status.
- 15 years post-qualification experience in civil engineering, including 5 years in senior management within local government.
- Experience in policy development, strategy, business planning, troubleshooting, and problem-solving.
- Strong knowledge of planning and development control processes.
- Proven leadership and people management skills.
- Analytical, strategic thinking, sound judgment, and business acumen.
- Service-oriented, innovative, assertive, and decisive.
- Valid driver's license.
