Minimum Requirements:

  • Degree / diploma in Finance, Accounting or related field.
  • 5 years’ related experience.
  • Familiar with FIDIC contracts and procedures.
  • Efficient report writing abilities.
  • Knowledge of the Project Management Cycle (PMC).
  • Sound financial and human resource management and supervisory skills.
  • Proven ability to develop and maintain sound working relationships with government officials, public and private sector organizations, and other stakeholders.
  • Proven ability for accuracy under pressure and adherence to deadlines.
  • High-level interpersonal, negotiation and communication skills, including experience in a cross-cultural environment and international settings.
  • Commitment to teamwork and collaborative work practices.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook.
  • Proficient in English (read, write and speak).

DUTIES AND RESPONSIBILITIES

The Financial Assistant will provide general finance and accounting services to the project management team with responsibilities primarily involving data capture and reporting using the PMIS (Primavera Unifier) as the primary system (in-house training will be provided).

The incumbent will report to the Finance Specialist but will take direction from the Project Director and support the Project Managers as required.

Duties and responsibilities include, but are not limited to:

  • Process monthly progress payment certificates for payment by the Finance Branch of LHDA.
  • Check all tax declarations are provided with each payment certificate and assess for reasonableness. Follow up any missing Capture all approved certificates sent to LHDA for payments in Unifier.
  • Check all Consultant’s preferences, assess for reasonableness, follow up the missing information with the Consultants.
  • Utilize LHDA and PMU management systems to monitor all payments authorized and certified within the PMU, and maintain up-to-date records of all expenditures, and projected expenditures, including costs arising from variations and agreed claims.
  • Ensure compliance with relevant local legislation and LHDA policies and procedures.
  • Provide assistance with monitoring and reporting of achievement of preference goals across all contracts in LHWP2.
  • Data capturing and reporting using the PMIS (Primavera Unifier) as the primary system.
  • Additional services may be required from time to time in support of the PMU’s general activities in contract administration, project finance and budgeting, accounting, and systems development.
  • Provide support to other users on the PMIS.
  • Assist with general accounting functions through the write up of a primary set of books for the PMU.
