Finance Manager
JOHANNESBURG NORTH

Paterson Grade : D-Upper (R pa – R1 pa)
12 Month Contract Position

Key performance areas:

  1. Implementing and monitoring of contracts within the finance department.
  2. Preparing of monthly management accounts.
  3. Preparing of interim and annual financial statements.
  4. Ensuring compliance with Accounting Policies, GRAP standards and PFMA regulations.
  5. Implement and maintain a sound internal control environment for the Finance department.
  6. Overseeing the development, review and implementation of finance policies and procedures.
  7. Human capital development and capacity building of the Finance team.
  8. Managing supplier payments and collection of debtors amounts.
  9. Managing the cash book and budget requirements.
  10. Managing and oversee preparation of the fixed asset register and asset verification.
  11. Managing the month-end and year-end closing of the financial records and reconciliation procedures.
  12. Preparation of AFS based on GRAP standards on Caseware.
  13. Internal and external audit preparation and coordination.
  14. Overseeing developments to existing or new financial management systems.
  15. Reviewing all financial reports to ensure accuracy and completeness of data reported on.
  16. Attend and submit regular reports to Management Committees.
  17. Assisting with preparation and submission of regular reports to the Audit and Risk Management Committee, The Department of Trade and Industry, as well as the National Treasury.
  18. Identify and mitigate risks within the Finance department by implementing risk management plan.
  19. Developing a business plan for the Finance department in line with Strategic objectives and departmental business targets of the Finance department.
  20. Assisting the Chief Financial Officer with all strategic matters related to budget management and reporting.

Competence, Knowledge, and Skills:

  1. Public sector background / experience in a government agency environment.
  2. Extensive practical knowledge of the public sector financial management and supply chain management environment.
  3. Sound knowledge and understanding of Corporate Governance.
  4. Governance, ethics, and values in Financial Management.
  5. PFMA and GRAP.
  6. National Treasury regulations and supply chain management prescripts.
  7. Operating procedures, accounting policies and reporting standards in relation to all financial aspects of the business.
  8. Proven record and experience in preparation of annual financial statements in the public sector.
  9. Ability to work on latest Caseware templates.
  10. Experience in preparation of Audit Committee reports.

Minimum Requirements:

The successful candidate must hold a three-year Accounting Degree. Must have successfully completed the SAICA training contract (served articles). CA (SA) will be an advantage. Minimum of 7 years working experience post articles, of which 2 years' experience must be at a financial management level role or equivalent within a similar environment.
