Job Title: Executive Manager: Training & Development
Job Location: Gauteng, Pretoria

Minimum Job Requirements, Knowledge, and Responsibilities

Minimum Qualifications: A Bachelor Honours Degree or Postgraduate Diploma in Human Resource Management, Human Resource Development, Training and Development, Education, or Education Management at NQF level 8 as recognized by SAQA. An additional certificate in Occupationally Directed Education, Training and Development will be an advantage.

Minimum Experience: At least 10 years' managerial experience within a Learning and Development environment, including 5 years at Middle/Management level. Experience in curriculum and learning unit standards development, preferably within learning institutions or academies. Knowledge of SETA, SAQA, QCTO, and South African legislation such as the Constitution, Employment Equity Act, Skills Development Act, Labour Relations Act, and Basic Conditions of Employment Act.

Responsibilities include:

  1. Leading the development, management, and execution of the function's strategy, contributing to overall organizational policies and decision-making.
  2. Managing the training institution in compliance with legislation.
  3. Overseeing the knowledge and information library for employees.
  4. Promoting and coordinating training interventions based on employee needs.
  5. Managing effective training and capacity-building programs, ensuring quality and effectiveness.
  6. Administering and supporting core learning center functions.
  7. Managing employee bursary schemes.
  8. Enhancing professionalism through research, training, and development in accordance with the Act.
  9. Producing quality research reports for stakeholders.
  10. Establishing, sourcing, developing, and implementing professional training programs.
  11. Facilitating accreditation and registration of programs.
  12. Promoting lifelong learning and distance education nationally.
  13. Developing competency models and managing staff skills audits.
  14. Preparing annual workplace skills plans and training reports.
  15. Managing training and development committees and reporting to management and stakeholders.
  16. Overseeing policy development, risk management, and governance processes.
  17. Developing and managing the division's budget, ensuring financial stability and compliance with legislation such as PFMA, PPFA, and BBBEE.
  18. Maximizing revenue, reducing costs, and building a high-performance team.
