Job summary

Independent Communications Authority of SA Executive: Engineering and Technology at ICASA Head Office, Centurion, leads engineering, spectrum management, and related regulatory functions. Reports to the CEO and drives strategy, regulations, and international cooperation to support broadband rollout and spectrum efficiency.

Requirements include BSc/BEng in Electrical/Electronic Eng, a Master’s in a related field, Pr Eng registration, 10+ years in telecom engineering or ICT projects, and 5+ years

Qualifications

• A BSc/BEng degree in Electrical or Electronic Engineering.
• A Master’s degree in Engineering or related ICT field (NQF 9).
• At least 10 years in managing telecommunications systems engineering or ICT projects.
• At least 5 years at Senior Management level in Engineering/ ICT sector.
• 1–3 years’ Executive level experience is a strong recommendation.
• Experience with ITU/CRASA/ATU advantageous.
• Active Professional Engineer (Pr Eng) registration with ECSA.
• Membership of SAIEE, IEEE or other international associations is advantageous.

Responsibilities

• To function as custodian of technical, engineering, and spectrum management functions; within ICASA in respect of electronic communications, broadcasting, and postal services; as prescribed by relevant acts.
• Lead development and adoption of the engineering and technology strategy for ICASA, including identifying and adopting solutions for effective execution of the mandate.
• Be custodian of spectrum management and spectrum resources for efficient, economical use of frequency spectrum.
• Ensure effective spectrum monitoring in line with ITU-R standards.
• Ensure availability of engineering expertise, tools, methods, and logistics for spectrum planning, licensing and QoS measurements.
• Conduct research and forward planning in spectrum management and telecommunications technologies.
• Preserve accuracy of technical data for spectrum allocation and assignment.
• Promote ICASA’s interests in ITU and regional bodies and international cooperation.
