Job Description
Strategy and Policies:
- Provide input in setting and driving liquor licensing strategy towards regulatory compliance and public interest.
- Translate organizational strategy into actionable steps for growth, including goal setting, performance management, and annual operations planning.
- Oversee employee productivity and foster an inclusive culture that supports organizational goals.
- Develop, implement, and manage operational policies, processes, and procedures.
Operations:
- Lead automation of core processes like online applications and inspectorate processes.
- Simplify liquor license application processes and explore innovative service delivery methods.
- Improve quality, efficiency, productivity, and control measures.
- Collaborate to develop or improve systems, controls, and procedures for efficiency and client service.
- Measure operational efficiency and implement improvements.
- Coordinate with stakeholders to ensure quality service delivery.
- Ensure compliance of licenses and related documents with laws and regulations.
- Align programs and departments with strategic plans, budgets, and growth objectives.
Reporting:
- Work with board committees on operational expectations and performance reporting.
- Provide timely and accurate reports to the Governing Board.
Resource Management:
- Manage human, financial, and physical resources effectively.
- Establish systems for resource management and perform accurate forecasting and budgeting.
- Manage external contractors and suppliers.
- Develop internal service level agreements.
- Identify and manage risks, resources, and continuous improvement initiatives.
- Manage capacity to ensure sustained service delivery.
People Management:
- Develop talent according to organizational skills development strategies.
- Implement performance management and handle grievances and discipline.
- Lead staff to meet objectives and foster a culture of governance, customer service, and integrity.
- Implement recognition and reward systems.
Governance, Risk, and Compliance:
- Manage facilities and ensure adherence to governance frameworks.
- Ensure compliance with legislation, policies, and audit requirements.
- Draft and submit various reports as required.
Minimum Requirements:
- B-Degree (NQF Level 7) or equivalent.
- Postgraduate qualifications are advantageous.
- Minimum 7 years of senior management experience.
- Experience with public sector strategic and budget planning.
- Project management experience.
- Experience with governing boards and regulatory environments is advantageous.
