Responsibilities:

Policy, Systems & Procedure Implementation
  • Support and advise the organization on the development of policies, procedures, and processes, including their interpretation.
  • Support and advise on the establishment, implementation, and monitoring of ethics risks.
  • Communicate the organization’s ethical standards, policies, and regulations.
Core Strategic / Operations
  • Deliver training programs to raise awareness on ethics-related topics such as Anti-Bribery, Anti-Corruption, Antitrust, and Conflict of Interest.
  • Conduct compliance monitoring, investigations, and remediation of non-compliant actions.
  • Manage confidential reporting systems for disclosures of violations without retaliation.
  • Support the development and implementation of the NSFAS ethics program.
  • Maintain and update ethics management policies and ensure proper communication and adherence.
  • Coordinate governance processes, policies, systems, and key ethics controls for continuous improvement.
  • Oversee management of gift, entertainment, hospitality registries, conflict of interest registry, and third-party vetting processes.
  • Monitor compliance with ethics and compliance key controls and metrics.
  • Support anti-corruption risk assessments and ongoing reviews.
  • Coordinate ethics and compliance change management and communication strategies.
  • Implement and track ethics and compliance training initiatives, including anti-corruption and fair competition training.
  • Review and update third-party due diligence policies and processes.
  • Conduct due diligence reviews on third parties and monitor activities.
  • Perform project-specific integrity reviews and advise on project risks.
  • Advise senior management on ethical responsibilities aligned with organizational values.
  • Collaborate with other functions to integrate ethics activities.
  • Review and produce high-quality reports and program documents.
  • Manage regional ethics engagements.
  • Ensure implementation and updating of POPIA and PAIA plans and procedures.
People Management & Ethical Leadership
  • Manage recruitment, selection, and performance management of team members, aligning with EE targets.
  • Delegate tasks and oversee team programs.
  • Inspire, coach, and mentor staff to uphold NSFAS values.
Stakeholder Management & Relationships
  • Build and maintain relationships with internal stakeholders to manage compliance risks.
  • Collaborate with external stakeholders to support compliance programs.
  • Manage service level agreements with external providers.
Project Management & Leadership
  • Handle multiple tasks and priorities efficiently.
  • Oversee projects addressing compliance needs.
  • Analyze project reports to evaluate ROI and inform future decisions.
Budget Optimization
  • Manage expenditure within budgets for compliance projects.
  • Monitor spending aligned with approved budgets.
Compliance Monitoring & Evaluation
  • Manage compliance plans and risk mitigation processes.
  • Conduct monitoring reviews as per the compliance plan.
  • Identify and mitigate risks according to the compliance risk register.
  • Monitor adherence to ethics standards and policies.
Information & Knowledge Management
  • Provide training on compliance issues.
  • Collaborate with ICT to develop data management systems.
  • Leverage stakeholder experience and knowledge.
Reporting & Accountability
  • Provide regular compliance reports and reviews.
  • Maintain compliance risk registers and drive risk management actions.
  • Compile ethics-related reports for NSFAS Board Committees.

Desired Skills and Experience:

Minimum requirements:

  • NQF Level 7 degree in Accounting, Audit, Risk, Forensics, or Legal.
  • Certified Compliance and Ethics Professional (CCEP).
  • Intermediate proficiency in MS Office Suite.
  • Valid Driver’s License.
  • At least 5 years’ experience managing ethics and related risks in the public sector or similar, with 2 years in a supervisory role.
  • Background in Ethics, Legal, Financial, Compliance, or Investigations.
  • Knowledge of NSFAS Act and PFMA.
  • Experience with POPIA, PAIA, and related legislation, including market conduct risk.
  • Familiarity with FICA, FAIS, AML, and CFT regulations.
  • Stakeholder management experience.
  • Experience in preparing reports for Ethics Committees.
