Job Responsibilities

Responsible for the production of estimates or part estimates under the appropriate cost code of accounts as required by the contract or requested by the Chief Estimator or Manager, Project Controls.

Ensures estimates are produced to required technical quality. Ensures historical/statistical data are collected in a format suitable for use on future estimates. Ensures maintenance and development of technical work practices as delegated by the Chief Estimator or Manager, Project Controls.

Allocated projects, irrespective of size, that require a capital cost estimate to be conducted, have the appropriate documentation in place to record the estimate methodology and basis, the cost estimate itself, and necessary backup documentation.

Estimate documentation is consistent in format and presentation. The allocated capital cost estimate is commenced with an Estimate Plan, approved by the Client, Senior Estimator, or Manager, Project Control, detailing the methodology to be undertaken in compiling the estimate, appropriate for the expected level of accuracy to be achieved.

The plan is aligned with corporate and contractual procedures as a minimum, but ideally also with internationally recognized best practices such as AACE RP 18R-97. The estimate is developed in accordance with the specific Estimate Plan, reviewed by the Project Team and corporate leadership as required by the relevant delegation of authority and the Client.

Records of the reviews are available, and the estimate is submitted on time. The estimate is saved in the appropriate, correct folder, is concisely indexed and numbered for full future traceability. For projects in the execution phase, actual quantities and costs are compared with the estimate for future reference and quality improvement.

Additional Responsibilities
  • Remain informed regarding developments in the design and construction methods used within the process plants and associated industries.
  • Recommend to the Chief Estimator changes to estimating systems and work practices to improve efficiency and accuracy.
  • Develop, review, and agree with the Chief Estimator or Manager, Project Controls, the scope, basis, and methodology of any estimate to be undertaken.
  • Produce the estimate based on the agreed methodology and job specifications.
  • Review each estimate with the Chief Estimator or Manager, Project Controls, to confirm correct methodology and agree on quality, accuracy, and contingency levels if appropriate.
  • Prepare and present estimating notes and all other documents required for departmental, management, and client reviews.
  • Maintain specific project and proposal statistics.
  • Assist the Cost Engineer in the preparation of contract variations and trends when required.
  • Liaise closely with other departments to ensure timely release of information to meet proposal and estimate deadlines.
  • Maintain strict confidentiality of estimates and client information regarding third parties.
  • Perform other functions as directed by the Chief Estimator or Manager, Project Controls.
  • Ensure project feedback is analyzed to assess estimating activity accuracy and consistency.
  • Coordinate with Project Managers and other Departments for technical and commercial input.
  • Attend estimate department reviews and project, management, and client reviews as delegated.
Desired Experience & Qualifications
  • National Diploma in Engineering or Quantity Surveying or equivalent, or relevant experience.
  • BSc Engineering Degree or Quantity Surveying or equivalent.
  • Registered as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession.
  • Minimum 4 years of relevant industry experience.
  • Proficient in MS Excel, MS Access, and MS Word; advanced user of MS Excel and MS Access.
  • Exposure to and understanding of the engineering and technical environment, especially in the oil and gas sector.
