Purpose Of The Role
Overseeing and managing all aspects of Environment, Health and Safety Management (EHS) within our organisation, focusing on the implementation of practices, policies, and procedures aimed at ensuring our commitment to environmental, health and safety excellence. The Environment, Health and Safety Manager will foster a sustainable working environment, minimizing risks, and ensuring compliance with relevant laws, regulations, and company standards. The Environment, Health and Safety Manager is responsible for the prevention and continuous reduction of all risks for our employees, sub-contractors, visitors, and customers.
Key Performance Areas
EHS Strategy and Governance
- Develop and implement a comprehensive Environment, Health and Safety strategy aligned with the organisation’s vision and operational goals.
- Advise executive leadership on Environmental, Health and Safety risks, compliance status, and performance trends.
- Integrate Environment, Health and Safety systems and standards across the organisation to ensure consistency and best practices.
- Custodian of the Safety & Environment Pillar and ownership/delivery of pillar block requirements.
- Custodian of site risk management
- Energy and Fluids site management & ownership
Financial Management and Reporting
Manage overall financial budget for the department to ensure financial budget and controls contribute to the efficiency and effectiveness of the department and supports the accomplishment of service delivery objectives.
- Provide input into the development of departmental annual financial plans.
- Manage and control short-term CAPEX and operational budget of the department to ensure effective and efficient functioning within budgetary constraints.
- Analyse and report on departmental trends and operating requirements to determine funding requirements for the financial year.
- Monitor departmental expenditure against budget allocations and request reallocation as required.
- Approve and sign off invoice and approve, requisitions, etc. for expenditure, within levels of authority.
- Comply with all financial, Supply Chain Management (SCM) and other internal regulations and policies.
Project Management
- Consolidate and report on EHS performance metrics to support strategic decision-making.
- Participate in project planning, budgeting, and procurement to embed EHS requirements from the outset.
- Conduct incident investigations as and when required and report on findings accordingly.
- Formulate a matrix which documents the various job categories and the PPE associated and required by and for the respective job.
- Responsible for implementing and enforcing PPE use and policies, this involves providing appropriate PPE and making it available to employees.
- Manage and oversee the On-Site Primary and Occupational Health Service (Kaelo Clinic).
Developing and Implementing Policies and Procedures
- Review and approve policies and procedures in line with legislation, regulations, and applicable standards.
- Engage with stakeholders and ensure policies and procedure are approved as required.
- Develop review plan to ensure documentation are reviewed as required by legislation, regulation, and relevant standards.
- Framing and executing safety and environmental policies and procedures to uphold compliance with local and National regulations, focusing on minimizing risks and fostering a secure and healthy work environment.
- Ensure that operational Standard Operating Procedures (SOP’s) are available to operators.
Risk Assessment and Risk Management
- Identifying potential hazards in the workplace, analysing various scenarios to pinpoint risks, ranging from minor injuries to major environmental impacts. Once identified, strategize on how to minimise, or eliminate these risks.
- Ensure compliance with all applicable policies, procedures, guidelines, and Management of Change (MOC).
- Ensure Adherence to Health and Safety measures and manage compliance to all ISO standards, HACCP etc.
- Ensure departmental compliance with all appropriate by-laws, governance and risk management policies and procedures to reduce and remediate process, operational, regulatory and compliance risks for the department.
- Develop and implement a program to conduct Environmental Aspect/Impacts and Risk assessments covering all existing activities of the plant.
Sustainability and Environmental Management
- Develop and implement an Environmental Regulatory Compliance Management System for the plant.
- Implementing green practices, such as waste reduction, efficient resource utilization, and pollution prevention.
- Ensure the company operates in an environmentally responsible manner, which not only benefits the planet but also enhances the company’s image and compliance with environmental laws.
- Develop and maintain an accurate system for Environmental Hazardous and Chemical Management on the plant.
- Implement and monitor the Environmental Control Measures on a regular basis.
- Oversee the implementation of the critical environmental equipment maintenance plan for the plant, with the associated chemical management and controls.
- Ensure Environmental By-Products Management operational controls are implemented, including legal compliance.
- Implement Environmental Monitoring (Audits and compliance) system.
- Ensure there is an Energy and Fluids ownership structure on site.
- Implement the Environmental Soil, Groundwater, and Water resource Management System for the plant.
- Ensure that all employees are aware of and trained on, the Environmental Policy.
- Compile an Environmental Committee composed of the relevant stakeholders and separate this from the Safety Committee. Ensure committee members are appointed legally from an OSH act point of view and decide on the structure of appointments.
- Implement an Environmental Management Review system.
- Manage all environmental projects related to the plant.
- Address and manage all legal complaints related to the environmental aspects of the plant.
Legislative and Standard Knowledge
- Deep understanding of the Occupational Health and Safety Act (OHSA), 1993 and its regulations.
- Familiarity with the National Environmental Management Act (NEMA), 1998 and related environmental legislation
- Working knowledge of applicable SANS codes (e.g. SANS 11014 for chemical safety, SANS 14001 for environmental management systems, ISO 9000/9001/9004 quality management)
- Understanding of 5S methodology, best practice governance frameworks, and corporate compliance expectations within South African context.
- Certification and Accreditation Experience with systems certified by SANAS-accredited bodies, including ISO 9001, ISO 14001, ISO 45001, or similar standards and familiar with certification readiness and audit processes.
- Ensure the organisation consistently operates within the legal framework and act as intermediaries with regulatory bodies, handling any inspections, inquiries and Audits from authorities and ensuring all organisational processes meet the required standards.
Training and Awareness
- Promote awareness campaigns to foster a culture of EHS and drive employee participation.
- Managing EHS-related training requirements, ensuring all employees are properly trained on relevant procedures and regulations.
- Coordinate and deliver EHS induction training for new employees, contractors, and visitors.
- Facilitate toolbox talks and SOP-related training across shifts in collaboration with Supervisors.
- Act as the communication link between staff and management for EHS topics.
- Emergency Preparedness: Develop and test emergency response plans for scenarios like fire, medical emergencies, and evacuations. Coordinate drills with government authorities and ensure readiness of.
Key Competencies
- Proven broad knowledge of the Occupational Health and Safety Act of South-Africa and its regulations, with a strong track record of a minimum of 5 years of enforcing the act and regulations.
- In-depth knowledge of the National Environmental Management Act 107 of 1998 and related schedules
- Multifaceted knowledge for either or all international standards relating to ISO9001, ISO14001 and ISO45001.
- Practical working knowledge of the ISO and related international standards relating to quality, health and safety and the environmental standards.
- Strong communications skills including interpersonal skills, presentation skills, stakeholder management, management reporting.
- Excellent relationship building, teamwork, and collaboration skills that enables the provision of effective support and guidance across programmes.
- Foster an overall spirit of collaboration amongst teams.
- Ability to balance the long-term (“big picture”) and short-term implications of individual decisions and effective at driving short term actions that are consistent with long-term goals.
- Organization skills in keeping investigations thorough, on schedule, and in accordance with established procedures, and maintain compliance that will satisfy regulatory requirements.
Qualifications And Experience
- A Grade 12 (Matric) is essential.
- Minimum related 3-year qualification/relevant professional Occupational Health and Safety qualification, preferably a diploma or bachelor’s degree qualification,
- Relevant 3-5 years leadership experience is essential.
- A minimum of 5 years relevant working experience as an Environmental, Health and Safety Manager within the glass packaging manufacturing industry or similar workplace environment.
