Job description

Job Purpose : Apply engineering knowledge and perform technical support associated with Bulk Metering, Embedded Generation, and Quality of Supply installations, network projects, reticulation diagnostics, and data analysis in accordance with standards, policies, legislation, systems, and controls within the distribution jurisdiction (license domain) of Breede Valley Municipality.

Duties :

  1. Prioritize work orders based on assets, maintenance categories, and schedule frequency using the Computerized Maintenance Management System.
  2. Assign specific meter installation activities (new installations, condition assessments, upgrades, functional tests) to authorized service providers.
  3. Coordinate maintenance and installation activities (new, modifications, repairs) following departmental procedures.
  4. Perform quality control inspections on electrical installations related to bulk service metering, power quality, and embedded generation, ensuring compliance with SANS 10142 and NRS 057, as well as municipal procedures and policies.
  5. Monitor the condition of installations, network infrastructure, and condition monitoring equipment.
  6. Assess compliance of Small Scale Embedded Generation (SSEG) proposals and installations (inverters, UPS, DC switchgear) with municipal policies and legislation.
  7. Conduct inspections to verify compliance or identify deviations from contractual agreements, specifications, and standards.
  8. Prioritize scheduled project tasks assigned by superiors.
  9. Perform site inspections and gather critical installation and construction parameters.
  10. Develop basic electrical engineering concept plans.
  11. Plan maintenance for Bulk Metering, Quality of Supply (QOS), and SSEG infrastructure and projects.
  12. Coordinate maintenance of authorized service providers for bulk Current and Voltage Transformer metering (LV and MV installations for key industrial and commercial customers).
  13. Configure bulk metering and data acquisition equipment according to departmental standards.
  14. Verify and calibrate post-paid Voltage Transformer and Current Transformer meters on-site and in the laboratory.
  15. Inspect residential and commercial SSEG and QOS systems for compliance with policies and legislation.
  16. Assign work orders to service providers with appropriate status updates (in progress, awaiting approval, payment, etc.).
  17. Review procedures, systems, and controls related to operational data management and storage.
  18. Assess commissioning and decommissioning documentation for completed installations (LV, MV, HV Metering & QOS).
  19. Prepare monthly reports on electrical network analytics, revenue audits, disconnections/reconnections, safety inspections, etc., in accordance with legislation.
  20. Engage with internal and external stakeholders (government, other municipalities, service providers, property owners, developers) on routine and complex issues.
  21. Develop specifications to obtain quotations and tenders through procurement processes.
  22. Submit vehicle log sheets for authorization.
  23. Conduct incident investigations following OHS Act requirements and prepare reports for preventive action.
