Job summary

Scientific Research Corporation is seeking an Electrical Engineer to support the U.S. Government project in Cape Town, focusing on solar energy storage optimization and electrical construction QA.

You will review drawings, monitor contractor performance, and ensure compliance with design documents. The role requires seven years of experience, an electrical engineering degree or PE license, and the ability to work with international codes.

Qualifications

  • An electrical engineering degree (Associate's or above) from an accredited program with minimum seven years of experience on construction projects of similar scope.
  • Design office experience shall not count toward experience; a PE license is acceptable in lieu of a degree.
  • Overseas experience is preferred and highly regarded; Final Secret/TS security clearance is required at consideration.

Responsibilities

  • Provide QA/QC for electrical construction work and ensure compliance with design documents.
  • Review contractor submittals, shop drawings, and calculations; monitor quality and safety programs.
  • Prepare weekly progress reports and participate in meetings to summarize project status and engineering findings.
  • Coordinate development of Independent Government Estimates (IGEs) for modifications and change orders.

Job description

WORK LOCATION: CAPE TOWN, SOUTH AFRICA (U.S. CONSULATE)
PROJECT DURATION: 6 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM
  • Working on Cape Town Utility Optimization with solar energy storage system
  • Functioning as the Electrical Engineer, providing OBO/Cape Town a full range of critical engineering and construction quality assurance and management and technical oversight of the Cape Town UTILITY OPTIMIZATION
  • Ensuring that the contractor is performing the required contract work in accordance with the design documents
  • Performing technical inspections of electrical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance
  • Supporting and assisting OBO/Cape Town in ensuring the completion of the project in accordance with contract requirements
  • Reviewing engineering shop drawings and determining if the contractor has complied with the final design parameters
  • Observing onsite construction and determining if construction elements are being installed, formed, and executed properly
  • Performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
  • Monitoring the construction contractor’s quality assurance and safety program
  • Monitoring construction progress vis‑à‑vis the project schedule and submitting weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performing technical inspections of the electrical elements of the project
  • Developing working knowledge of all technical requirements of project
  • Providing Quality Assurance for ongoing construction project
  • Reviewing contractor submittals
  • Evaluating proposed submittal substitutions with engineering implications; making recommendations to the Project Director
  • Coordinating the development of Independent Government Estimates (IGEs) for modifications and change orders
  • Preparing Monthly Progress Reports and attending meetings summarizing project status, with emphasis on engineering
  • Performing other related duties as assigned by the Project Director
FILLING THIS POSITION IS CONTINGENT UPON FUNDING
Requirements
  • An electrical engineering degree (Associate's or above) from an accredited program and a minimum of seven (7) years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
    • Design office experience shall not count toward an employee’s experience
    • A Professional Engineering License (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
  • Knowledge of International Codes required
  • Experience in assessing and responding to Requests for Information (RFI)
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required
  • Photovoltaic and energy storage and Optimization of Solar Energy and Battery Energy Storage System (BESS) background
  • Must be able to read design/construction drawings and be able to understand design narratives and calculations
  • Must understand and be able to interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines
Desired Skills
  • Electrical Engineer with a civil background
  • Specific experience with high and low voltage equipment, as well as telephone and fire alarm systems is desired

SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT, THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS, A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL WITH TOP SECRET ELIGIBILITY
