Legal Aid SA - Budget and Financial Management Officer

Position Location

The position is based at the Legal Aid SA National Office in Braamfontein, Johannesburg.

Key Responsibilities
  1. Provide administrative and technical support in preparing the annual budget and Medium-Term Expenditure Framework.
  2. Coordinate the organization's budget activities.
  3. Develop, manage, and maintain budget templates for distribution to executives.
  4. Formulate and review budgeting guidelines aligned with the Strategic Plan.
  5. Prepare, review, and consolidate budgets per Cost Centre into departmental, divisional, and organizational budgets, and present them for approval.
  6. Capture approved budgets in the financial system and distribute to all offices and departments.
  7. Produce monthly variance reports and present findings to executives.
  8. Complete and update National Treasury templates, such as Estimates of National Expenditure (ENE).
  9. Review and manage the vendor database, approve new vendors, and ensure compliance with B-BBEE policies.
  10. Ensure statutory and regulatory compliance.
Person Specification
  • A recognized tertiary qualification in Finance and Accounting (e.g., BCom with an Accounting major) or a minimum three-year degree/diploma.
  • At least three years of management experience.
  • Advanced Excel and business writing skills.
  • Experience in strategic planning, monitoring, and reporting.
  • Knowledge of budgeting, management accounts, PFMA, and Treasury Regulations.
  • Knowledge of the King IV Code of Corporate Governance.
  • Proficiency in electronic systems and technologies.
  • Strong financial, management accounting, and people development skills.
  • Ability to collaborate effectively with executive management and other stakeholders.
  • Excellent analytical, organizational, leadership, and project management skills.
Remuneration

Level 12 (R.00) all-inclusive package per annum.
