Job description

To determine the operational level of safety that prospective AOC holders can achieve and do in actual operations, through evaluation (assess), monitoring (conduct periodic and unannounced surveillance) of compliance with aircraft operations:

  1. Making recommendations regarding the issuance or amendment of the AOC and the associated operations specifications, and the operator's competence to continue exercising the privileges of the certificate.
  2. Making recommendations concerning any special conditions that, considering the investigation, may need to be imposed.
  3. Informing the operator of any deficiencies needing rectification.
  4. Making recommendations concerning appropriate enforcement actions.
SITE and AIRLINE INSPECTIONS
  1. Conduct routine inspections such as station facility, apron, en-route operation, and base inspections, and carry out oversight or checks at prescribed intervals.
  2. Assess the effectiveness of the operator’s SMS and the resources allocated to it.
  3. Conduct inspections or oversight according to an established work programme and standard procedures.
  4. Advise the operator in writing of significant deficiencies and request remedial proposals.
  5. Follow up on inspection reports to ensure timely corrective actions.
  6. Submit reports on inspections or investigations as prescribed, and complete relevant forms.
  7. Investigate and report possible violations of aviation law or safety regulations.
  8. Review operator documentation, policies, instructions, and amendments for accuracy and timeliness.
  9. Keep CAA inspectorate staff informed about current operations and developments.
  10. Conduct qualification, approval, and supervisory activities for proposed designated examiners.
  11. Facilitate the qualification, oversight, and approval of operator’s designated examiners.
PROPOSALS and REVISION of STANDARDS
  • Research, develop, and propose standards for operator operations.
COMMUNICATIONS and SAFETY PROMOTION
  • Represent SACAA positively to stakeholders.
  • Provide industry feedback to the Authority.
  • Promote aviation safety through operational improvements.
