Master's Responsibilities
The Master shall:
- Ensure that Flag State and/or the Classification Society are informed, when and where required, of any incidents or accidents.
- Know, adhere to, and implement the Company's policies.
- Maintain sufficient communication and coordination between ashore and onboard departments to ensure safety, quality, and environmental protection.
- Manage, delegate, and control work activities with the shipboard management team, respecting the established responsibilities onboard.
- Keep the Chief Officer informed of all matters concerning vessel operation, enabling him to take command if necessary.
- Prepare standing and daily orders for navigators according to guidelines.
- Provide relevant information and records to the shipboard management team, including the Company's SMS, Flag State legislation, port state legislation, classification society rules, and industry guidance.
- Ensure compliance with good seamanship and take corrective actions when necessary.
- Inform the Port/Flag State and/or Classification Society of failures of statutory equipment affecting safety and pollution prevention.
Additional Responsibilities
The Master is responsible for:
- Implementing health, safety, and environmental policies aboard the vessel and motivating crew to observe them.
- Issuing clear orders and instructions to personnel.
- Verifying that the Safety Management System (SMS) is observed and reviewing it regularly based on practical experience.
- Overseeing the vessel’s dry-docking process as outlined in Supp Doc 017.
- Reporting deficiencies to the appropriate shore department.
- Ensuring the vessel is seaworthy and ready for departure, including voyage planning and navigation preparations.
- Maintaining up-to-date charts and navigation manuals onboard.
- Ensuring sufficient bunkers, water, and food for the voyage.
- Keeping vessel certificates current and accessible for inspections.
- Verifying personnel qualifications per STCW, Flag Legislation, and company requirements, and ensuring proper manning levels.
- Providing appropriate medical care to embarked personnel.
- Ensuring cargo operations comply with rules, instructions, and contracts.
- Enforcing physical and operational security procedures according to international and company standards.
- Recognizing and addressing non-compliance issues, analyzing causes, and implementing corrective measures.
- Supervising GMDSS communications to meet international standards.
- Planning and recording work/rest hours for officers and ratings to ensure compliance.
