Key Areas of Impact :
Sea Staff Head Count
- Establish and submit head count requirements through a solid manpower plan, identifying risks timeously to management.
- Verification of seafarer certification and qualifications upon employment.
- Screening and initial evaluation of candidates for experience and skills assessment.
- Liaising with the relevant Skipper, Managers or Chief Engineer for interview and approval of candidates as Officers.
- Establishing and maintaining relationships with crewing partners within the business.
- Establishment and management of seafarer staff to ensure vessels are manned as per operational requirements.
- Ensure the crewing management system (FIS) is kept updated and in line with SAP head count.
Crew Planning and Scheduling
- Maintaining the planning state for all managed vessels using the company crew management system (FIS).
- Liaising with Engineering Superintendents, Shore Skippers and Processing Manager regarding schedule crew changes.
- Ensure crew leave cycles are properly managed and that crew are relieved on time, providing feedback to vessels and crew.
- Coordinate the Freezer Vessel sailing system with Skippers for trip schedules as per approved system.
- Maximize crew availability by reviewing crew movements and maintaining contact with off-duty crew.
- Manage and coordinate watch keepers for vessels along quayside during shore leave.
- Verify and approve all sailing crew lists and acting forms.
- Manage crew and officer certification validity and expiry of Certificates of Competency (CoC’s) and ancillary courses.
- Verify and approve all training requests to coordinate relievers and deployment utilization.
- Manage vessel core crew changes with Shore Skipper and Marine Technical Manager.
- Ensure the validity of SAMSA Medical Certificates, Seaman’s books, and ancillary courses.
- Implement a dry dock plan for crew not required during dry dock projects.
- Manage crew numbers per vessel per voyage as per standards and vessel requirements.
- Liaise with Skippers regarding medical requests and verify compliance with SOPs.
Talent, Training & Succession Planning
- Manage and review the Talent Training Matrix and succession plan for Sea Staff.
- Identify gaps in training against the company's Training Matrix.
- Liaise with Group Training Manager and Production Trainers to address training needs.
- Ensure compliance with SAMSA regulations for officers and vessel management teams.
- Establish specific training requirements and close qualification gaps.
- Coordinate input from Marine Technical Manager, Skippers, and Shore Skipper for officer assessments.
- Manage Engineering and Deck Cadet programs with relevant managers.
- Provide training to the Crewing Officer on legislative and SAMSA requirements.
HR & Payroll Administration
- Draft seagoing communications and post notices for personnel updates.
- Manage SAP recruitment, changes, or terminations workflows.
- Liaise with Clinic, Risk, and Safety Officers for onboarding compliance.
- Manage onboarding and documentation for new seagoing personnel.
- Ensure pre-joining routines are properly managed.
- Ensure safety gear policy compliance and PPE issuance.
- Approve PPE submissions for payroll.
- Verify and approve crew lists, allowances, and D&E forms.
- Approve sick certificates, vessel work requests, and leave forms.
- Coordinate deployment tracking for payroll.
- Manage deployment queries and leave requests.
- Verify and approve advance requests and manual requests with Finance.
- Coordinate medical assessments with the Clinic.
- Maintain up-to-date employee files with valid certifications and information.
Industrial Relations and Reporting
- Engage with HR and Risk Officers on IR cases.
- Prepare disciplinary cases in line with policies.
- Liaise on disability and referral cases.
- Discuss incapacity cases with HR.
- Handle grievances and escalate serious cases.
- Submit weekly and monthly reports on seagoing staff and related matters.
- Maintain relationships with seagoing staff, operations, and management.
Regulatory Compliance and General Duties
- Stay updated on statutory manning regulations and maritime legislation.
- Verify seafarer certifications and qualifications.
- Ensure all crew possess valid Seaman’s books and SAMSA medicals.
What It Takes to Succeed :
Experience that set you up for success :
- Minimum 5 years’ experience in a Crewing department.
- Minimum 4 years’ experience in a vessel fishing environment as Crewing Officer.
- Extensive knowledge of Maritime legislation including STCW and SAMSA Medical Guidelines.
- Seagoing experience and understanding of SAMSA courses and requirements.
- Well-established industry network including manning agencies and seafarers.
- Proficiency in Microsoft Office Suite.
Qualifications & Certifications :
- Grade 12 / Matric
- National Diploma in Human Resources Management or similar
- Project Management or Operations Diploma (advantageous)
