Since [year], we have assisted governmental and non-governmental agencies, foundations, and the private sector by designing, implementing, and evaluating programs in HIV/AIDS, sexual and reproductive health, population and family planning, maternal and child health, infectious diseases, and gender.

Background

Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award.

Data.FI is a $[amount] million, 5-year project serving as USAID's primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries.

The overall goal of Data.FI is to improve analyses of HIV epidemiologic and program data to expedite PEPFAR targets and sustain control of the HIV epidemic.

Position Summary

Palladium seeks a skilled short-term consultant as a Secondee: M&E Technical Assistant to support the implementation of Data.FI in South Africa under the PEPFAR-GHSD Waiver.

You will be seconded to the NDOH District Health Services Chief Directorate to provide M&E technical and management support, playing a key role in planning, reporting, and improving public health service delivery, especially for HIV and TB programs.

Primary Duties and Responsibilities

  1. Prepare reports for the Annual Performance Plan and coordinate provincial reporting.
  2. Compile and submit district, provincial, and national reports quarterly, annually, and on ad hoc basis.
  3. Align and analyze Ideal Hospital Realization and Maintenance (IHRM) reports with NDOH standards.
  4. Plan and coordinate peer reviews and updates with provinces.
  5. Develop training materials and orient provinces and hospitals on IHRM.
  6. Support ICT and HelpDesk by revising the IHF information system based on feedback.

Required Qualifications

  • Advanced Diploma / Bachelor's degree (NQF 7) in Health Sciences or Monitoring and Evaluation; postgraduate (NQF 8) in Data Analysis or related fields is an advantage.
  • Minimum five years' management-level M&E experience.
  • Experience with NDOH programs and systems, especially the Primary Health Care or Ideal Clinic Realization program, is highly desirable.
  • Proven track record in M&E reporting, data analytics, and report writing.
  • Excellent communication, facilitation, and negotiation skills.

This is a short-term, full-time seconded consultancy position.
