ASSISTANT DIRECTOR: CONDITIONS OF SERVICE

Requirements:
- An appropriate three-year National Diploma/Degree qualification (NQF Level 6/7) in Human Resource Management/Human Resource Development or Personnel Management or Public Management majoring in HR.
- Minimum of 3 years relevant working experience in human resource management/administration at a supervisory level or at a post equivalent to salary level 8/7.
- Experience in structuring packages for SMS/MMS members is an advantage.
- Knowledge of SMS/MMS policies, current education, and public service legislations, regulations, and policies.
- Excellent verbal and written communication and interpersonal skills.
- Computer literacy in MS Excel, Word, Access, and Presentation; PERSAL reporting experience.
- Ability to solve complex salary-related matters and perform manual salary calculations.
- Experience using human resource information systems for planning, monitoring, and reporting.
- Ability to work under pressure, use of PERSAL, and provide expert advisory support.
- A valid South African driver’s license.
Duties:
- Ensure personnel administrative aspects on conditions of service are provided, policies maintained, and compliance ensured.
- Advise line managers and employees on conditions of service, staffing, and remuneration.
- Ensure effective and efficient conditions of service processes and SOPs.
- Compile reports, assist in HR audits, and ensure proper termination transactions on PERSAL.
- Advise finance on asset recovery and debt management related to terminations.
- Support members of SMS/MMS on service termination payments and benefits.
- Verify PILIR register before processing terminations.
- Train staff on documentation and policies related to resignations, retirements, and other exit procedures.
- Quality assure termination data entry on PERSAL.
- Participate in developing departmental HR policies, strategies, and manuals.
- Provide HR advisory services and ensure supervision and resource management within the unit.
