Job Purpose

The Department of Cultural Affairs and Sport, Western Cape Government has an opportunity for qualified and competent individuals to supervise and render a demand and acquisition management service within supply chain management.

An appropriate 3 year B Degree/Advanced Diploma (equivalent qualification or higher) in Supply Chain
Management/Public Management/Public Administration/Business Management; A minimum of 3 years related demand and acquisition management experience at supervisory level.

Recommendation

A valid code B (or higher) driving license.

Key Performance Areas

Coordinate, review, research, analyse and plan the procurement needs of the department; Coordinate review, collect and collate information for the annual procurement plan; Supervise and compile tender/quotation specifications as required; Co-ordinate, review and execute the bidding process; Supervise employees to ensure an effective demand and acquisition management and undertake all administrative functions required with regard to financial and HR administration.

Knowledge of the following: Policy development; Financial norms and standards (Public Finance Management Act-PFMA; National Treasury regulations (NTR's), Provincial Treasury Directives/Instructions-PTI's); SCM framework; Financial Systems (LOGIS, BAS, etc); General Conditions of the Contract & Contract Management Guidelines; Preferential Procurement Policy Framework Act and PPPFA Regulations. BEE; Procurement
activities; Procurement policies/procedures/contract management; Document management Enterprise Content Management (ECM), inclusive of registry services and policy and procedures governing these functions. Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint, etc); Communication skills (written and verbal); Report writing; Ability to work independently and as part of a team. 

Remuneration

R 444 036 per annum (Salary level 9).

Note on remuneration: Service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes
