Job Responsibilities
- Ensure that research reports are compliant with the Restitution Act and provide timely feedback to restitution coordinators on report quality.
- Capacitate research coordinators in drafting research reports.
- Ensure correct and appropriate annexures are attached to reports.
Stakeholder Engagement
- Draft legal opinions.
- Draft section 11 notices, section 11A(4) notices, and dismissal letters.
- Draft referral notices and memoranda in terms of relevant sections.
Manage Dismissal Processes
- Prepare dismissal memoranda for the RLCC.
- Serve the first letter to claimants.
- Compile representations by claimants to the RLCC.
- Serve the second letter to claimants.
Report to the Research Manager and compile project plans, as well as weekly, monthly, quarterly, and annual reports.
Requirements
- An appropriate graduate or postgraduate law qualification recognized by SAQA (NQF Level 8).
- Admission as an advocate or attorney in the High Court of South Africa is an advantage.
- Minimum of 3 years postgraduate experience in the legal profession.
Experience and Personal Qualities
- Proven understanding of project management systems.
- Understanding of land data, cadastral data, property descriptions, deeds information, and map reading skills.
- Knowledge of M&E and statistical analysis.
- Excellent data administration and management skills.
- Proficiency in MS Office applications.
- Excellent communication, collaboration, and presentation skills.
- People management capabilities.
- Analytical mindset with problem-solving skills.
- Understanding of the Restitution of Land Rights Act No 22 of 1994.
- Ability to interpret the law as it pertains to restitution.
- Knowledge of the South African Constitution of 1996.
- Understanding of the legislative mandate of commissions, relevant government policies, and legislation impacting the commission and its stakeholders.
