Main Purpose:

The Regional Contractor Management HSSE Lead will lead and implement Puma Energy’s Regional Contract Management Health, Safety, Security and Environmental (HSSE) strategy, including management systems, programs and training to mitigate risk, reduce environment and community impact, and foster a positive HSSE culture. This role is also responsible for providing tactical and operational Contractor HSSE advice and support to our country HSSE leaders, and delivering initiatives that continually improve our contractor culture and performance in line with the Puma Energy Global HSSE Vision and Regional HSSE Strategy.

Other main functions include:

  • Establishing and maintaining a HSSE Contractor Management approach across Puma Energy Africa Operations, including control effectiveness improvement programs.
  • Physical inspection programme including outsourcing of requirements.
  • Development and maintenance of Contractor Risk Registers including oversight/performance insights of designated high risk operations and control effectiveness.
  • Contractor Management training (new starters and refreshers).
  • Contractual HSSE clause reviews for key suppliers and contractors.

Knowledge Skills and Abilities, Key Responsibilities:

Key Responsibilities:

  • Development and maintenance of HSSE Contractor management process including reviewing, onboarding, coordinating and monitoring of multiple contractor types across the business.
  • Implement and own HSSE Contractor Management process across the Region.
  • Collaborate closely with the Operations Team to provide the necessary implementation support and for contractor HSSE related activities i.e. Risk Assessment, Incident Reports, Improvement Programs.
  • Facilitate dialogue with Contractors on HSSE expectations and specific requirements, per contract conditions.
  • Consolidate, analyse and report on trends for Contractor HSSE lagging and leading KPI & programs.
  • Develop training and on-boarding program for Contractors.
  • Manage physical assurance programme to verify that Contractors are meeting Puma Energy requirements and support capacity building.
  • Collaborate with Regional and Country Teams to facilitate Contractor meetings to discuss and resolve HSSE implementation issues/concerns.
  • Establish leading and lagging KPIs and metrics to provide contractor safety management business insights and to facilitate improved risk management and risk-based decisions.
  • Actively participate as a member of the Regional HSSE leadership team and work collaboratively with the broader Regional functional areas and HSSE Group.
  • Development, implementation and assurance of high risk operational controls.
  • Development and execution of operations team & contractor training (new starters and refreshers).
  • Review and align Puma Energy contractual clauses and support key tender and supplier reviews.
  • Support and lead specific modules and systems (e.g. Intelex) introduction as and when required.
  • Responsible for management of the Puma Energy Contractor Management System.

Requirements:

Experience:

  • Minimum 5 year’s practical experience in a Health, Safety, Security and Environmental (HSSE) role, ideally with a focus in Oil and Gas, Construction, Aviation and/or other high-risk industries.
  • Comprehensive understanding of the HSSE legislative and commercial/procurement frameworks across local country jurisdictions and the ability to clearly and concisely communicate oral and written requirements.
  • HSE, Engineering or Science related qualification: Diploma in health, safety and/or environment discipline or similar. University degree preferred.
  • Knowledge and experience with international standards ISO 45001, ISO 14001, and ISO 9001.

  • Fluent English, strong written and verbal communication and presentation skills.
  • Demonstrated country project management capability and incident investigation skills.
  • Strong risk evaluation and management skills.
  • High level of interpersonal skills, including strong teamwork, negotiating and influencing skills.
  • Excellent writing skills with the ability to produce reports and documentation.
  • Strong computer skills and intermediate use of Microsoft Office suite including HSSE digital platforms.

  • Internal – Global HSSE Group, Regional Head of HSSE, Regional Commercial, Procurement, Logistics, Transport and Supply Chain Teams, Country Functional Leaders, Country Operational Managers, Country and Site Operational Teams, Supervisors, Employees and Contractors.
  • External – Regulatory Service Providers and Suppliers, Country Service Providers and Suppliers, Auditors, Contractors, Customers, and others as delegated by the Regional Head of HSSE.
