Job description

Our client has an opportunity for an HSER and Compliance Manager. The position is based in Durban and reports to the Technical Director. The candidate must meet the following minimum criteria.

MINIMUM CRITERIA :

  • Matric (Grade 12)
  • Degree in Industrial / Chemical Engineering or Safety / Environmental Management or equivalent (NQF 7 / 8)
  • Good manufacturing practice (GMP): experience with enterprise resource planning & quality management systems
  • Integrated Management Systems: ISO 14000, ISO 9000, ISO 45000, ISO 31000 to lead auditor level
  • Minimum five years of experience in production, manufacturing, or operations
  • Experience in mining, bulk minerals, or solids handling facility / terminal operations preferred
  • Experience working within a unionized environment
  • Leadership skills and ability to motivate staff to achieve goals
  • Excellent problem-solving skills

MAIN PURPOSE OF THE ROLE :

The incumbent will be responsible for directing and controlling occupational health, safety, and environmental (OHS&E) compliance, risk management, and process improvement to drive the Terminal’s strategic objectives towards world-class operations by :

  • Developing and aligning policy and procedure frameworks to ensure legislative compliance
  • Mitigating risks and promoting standards through Integrated Management Systems (IMS)
  • Overseeing operational planning, budgeting, and control in OHS&E compliance, risk, and process improvement
  • Managing compliance and audit plans, systems, procedures, and stakeholder interactions related to regulatory compliance

Dimensions of the role :

Incumbent must be comfortable to :

  • Investigate influences on the budget and engage with authorities and service providers
  • Monitor billing systems, review expenditure, and ensure financial compliance

Dealing with market complexity :

The role requires responding to regulatory, market, and global developments impacting the rail and seaport environment, aiming to improve performance, sustainability, and stakeholder engagement. The HSER & Compliance Manager will :

  • Support strategic decisions through management systems and multidisciplinary input
  • Assist with compliance reporting and business modelling using appropriate tools and processes

Demonstration of leadership :

The candidate will manage the Terminal’s strategy, structure, and processes to meet service standards, ensure compliance, and lead in governance and compliance activities.

The successful candidate will engage in activities such as :

Process improvement :

  • Update or develop process maps for safe and efficient operations
  • Evaluate resources, contribute to operational strategies and budgets, and oversee continuous improvement

Management of Change (MOC) :

  • Ensure changes comply with MOC protocols and audit processes

Integrated Management Systems (IMS) :

  • Manage system integration for sustainability and compliance

Safety and environmental management compliance :

  • Maintain high HSE performance, promote safety culture, and ensure hazard management

Sustainability & ESG :

  • Drive programs to reduce resource consumption and mitigate environmental impacts

Legal compliance and audit outcomes :

  • Ensure procedures are in place for audit closure, compliance with licenses, and participation in audits

Reporting :

  • Prepare risk assessments, analyze data, and develop reports for governance

People engagement, management, and development :

  • Monitor performance, participate in recruitment, identify training needs, and manage IR & ER issues

General :

  • Perform other legal responsibilities and ensure effective stakeholder communication
