Requirements :
- An NQF level 7 qualification in Knowledge Management, Data Science or Information Technology. 5 years of experience at a middle/senior managerial level in Performance Monitoring, Evaluation and Data Systems environment. A Strong strategic capability and leadership skills. Excellent knowledge of Monitoring and Evaluation systems, Strategic planning and reporting, Performance information management, Data analysis and interpretation, Research and impact assessment, development and management of databases, policy analysis Government planning frameworks and compliance reporting.KEY COMPETENCIES: Advanced knowledge of data governance, data quality management, database administration, performance information systems, data analysis, and reporting. Ability to collect, verify, analyse, interpret, and present data to support evidence-based decision-making, strategic planning, and performance monitoring. Sound understanding of knowledge management principles, including the creation, capture, storage, sharing, and utilisation of organisational knowledge, lessons learnt, and best practices to promote institutional learning, innovation, and continuous improvement. Ability to develop and maintain systems that ensure information accessibility, data integrity, compliance, and informed decision-making across the organisation.
Duties :
- Manage and coordinate systems and interventions to professionalise, institutionalise and enhance provincial Performance Management and Evaluation (PME) capabilities Knowledge Management. Conduct environmental analysis for Knowledge Management Implementation. Establish knowledge management framework. Develop Knowledge Management strategy, policies, assessment procedures, implementation plan and roadmap. Analyse and monitor data and information in the PME systems - Data Management & Business Intelligence. Developing and maintaining databases, and data systems, reorganising data in a readable format to support evidence-based decision making in Gauteng Provincial Government (GPG). Perform statistical data analysis, developing reports and visual representations to assess the quality of data. Provide strategic support for the development and implementation of ICT standards, policies, systems, and protocols that enhance performance monitoring, evaluation, data management, and reporting. Oversee the automation of key processes within the performance monitoring and evaluation functions. Provide technical expertise in data storage structures, data mining, and data cleansing. Implement policies related to dissemination and utilisation of data stored in the performance monitoring and evaluations systems. Coordinate and liaise with relevant stakeholders to support fulfilment of the roles of the branch at large. Manage the implementation and utilisation of PME systems Knowledge Centre. Subscribe and manage subscriptions of GPG. Develop a knowledge Centre accessible to all GPG officials. Manage articles produced by GPG employees for publishing to journals. Manage and coordinate automation of PME systems. Manage the Directorate’s human and financial resources.
