Role
The DG Murray Trust has partnered with the National Department of Social Development (NDSD) and the National Treasury to strengthen policies and procedures for financing developmental social services that support vulnerable citizens. As this collaboration progresses, the procurement of an Information Technology System Administrator is critical to advancing the next phase of system development.
The implementation of the Sector Funding Policy has underscored the importance of reliable data. In response to the NAWONGO judgement, a shift toward an integrated electronic Monitoring and Evaluation (M&E) system has emerged as one of the focus areas, aimed at improving data accuracy, strengthening funding decisions, and enabling more targeted interventions.
The Information Technology System Administrator will primarily support the System Development & Monitoring Directorate within the Strategy & Organisational Transformation Branch of DSD and the Non-Profit Organisation (NPO) Funding Coordination Directorate in the development of the Data warehousing system. The primary objective of this role is to ensure efficient data warehouse management, business intelligence dashboard, knowledge sharing, and information dissemination to support evidence-based decision-making and strategic planning, mainly for funded and unfunded NPOs.
- Bachelor’s degree in information management technology, data science, or a related field.
- Driver’s license Code 08 and ability to drive.
- Post-graduate degree will be added advantage.
OR
- A three-year National Diploma in IT, systems development, software development, data analytics or equivalent qualification at NQF level 7 as recognised by SAQA.
- Knowledge of M&E processes will be an added advantage.
EXPERIENCE
- 8 – 10 years relevant experience as an Information Specialist.
- Programming (APIs, Web and Mobile apps, Angular 12+, .NET 6+ (ASP.NET Core), C#, Microsoft SQL Server 2019+), TypeScript-based single-page application (SPA) framework, RESTful Web API implementing the business and data access logic
- Experience in managing and organising large datasets, preferably in a monitoring and evaluation context.
- Strong and proven data analytical skills, critical thinking and a passion for big data
- End-user experience and proven experience in a data-related or business intelligence position.
- Proficiency in data mining and business intelligence tools (Power BI), data processing frameworks and report writing
- Knowledge of data management principles and best practices.
- Familiarity with monitoring and evaluation frameworks and indicators.
- Proficiency in data visualisation tools and software.
- Proficiency in data analysis and visualisation tools.
- Experience and knowledge in using information management systems and technologies.
- Experience and familiarity with data protection and privacy regulations.
- Delivering information clearly and engagingly, both verbally and in writing.
- The ability to reach agreements through persuasion, compromise, and building trust.

Responsibilities
- Complex system analysis: Ability to draw information from various sources to inform analysis of the NPO funding and management system through its interface with the eMEs.
- Build and enhance software systems that meet business requirements
- Designs, develops and maintains APIs/integrations
- Data Management: Developing and maintaining efficient systems for data collection, storage, and retrieval, ensuring data quality, integrity, and security. Updating of NPO details (Responsible people, contact details, physical addresses, indicators, and X&Y coordinates).
- Stakeholder management: Facilitating the sharing of monitoring and evaluation findings, reports, and best practices with internal stakeholders, promoting a culture of learning and knowledge exchange.
- Knowledge sharing: Preparing and distributing regular updates, newsletters, and knowledge products related to monitoring and evaluation, ensuring timely and relevant information reaches key stakeholders.
- Technology and Tools: Exploring and implementing innovative technologies and tools to enhance data collection, analysis, and reporting processes, increasing efficiency and effectiveness.
- Capacity Building: Capacitating NPOs, government institutions and DSD officials monthly or when the need arises and attending Programmatic and technical meetings and other M&E-related functions with the sector and external stakeholders.
- Collaboration and Support: Collaborating with the monitoring and evaluation team members to provide technical support, troubleshoot issues, and ensure the smooth functioning of information systems to NPO Funding Coordination, line function and the link function of finance.
- Testing and maintenance of the system functionality on different environments and Verification of NPOs for details; NPO registration number, date and compliance.
- Liaise with provincial and district IT to engage on system errors and Registration of users and linking users to location, role, and programme and approval and verification of registered users on the system.
- Updating of provincial and sector catalogue of indicators on an annual basis or when the need arises.
- Generating user summary reports and Regular updates of user training manuals.
- Install, configure and update users’ software and provide technical support by training, responding to calls, emails, and queries regarding the M&E system.
- Administrative duties: Booking of conference venues, preparation of travel documents, invoices and other logistical documents and submitting to finance.
