Job Title: Deputy Director: Public Finance

Qualifications / Requirements:
- A Grade 12 certificate, a National Diploma (minimum NQF level 6), or a Bachelor’s degree (minimum NQF level 7) in Economics, Accounting, or Public Finance
- Minimum of 4 years’ experience, including at least 2 years at an Assistant Director level or equivalent, in budgetary and financial management
- Knowledge of the public sector budgetary and expenditure framework
- Knowledge of sector financial processes, budgeting, and MTEF process
- Knowledge of regulatory directives such as the PFMA and Treasury Regulations
Key Performance Areas:
Budget Analysis and Financial Planning
- Guide client departments in preparing annual budget submissions and related documentation
- Analyse departments' annual MTEF submissions and recommend corrective actions, including review of the Medium-Term Budget Policy Statement, Appropriation Bill, Budget Review, and Estimates of National Expenditure
- Contribute to the national budget process and evaluate requests for roll-over funds, additional funds, budget program structures, NRF drawings, fund shifting, and suspensions
Monitor Expenditure Plans against Service Delivery Targets
- Ensure compliance with PFMA and Treasury Regulations and guide stakeholders on their interpretation
- Perform in-year analysis and advise on expenditure trends to improve financial efficiency
- Monitor departmental achievements against service delivery targets
- Verify program and project outputs for alignment with departmental goals
- Address findings from Auditor-General reports and parliamentary committees
Policy Analysis and Implementation Monitoring
- Perform policy analysis and ensure correct implementation within legislative frameworks
- Support policy development with strategic solutions
- Guide key policy decisions within the sector
Benchmarking and Research
- Initiate benchmarking with reputable government departments and international institutions
- Research latest trends and interventions in policy development, financial planning, and expenditure monitoring
- Engage stakeholders on sectoral developments
