Job Responsibilities
- Understand all relevant documentation pertaining to the project including scope of services, conditions of contract, project execution plan, project schedule, etc.
- Work within standard project cost engineering procedures and ensure compliance with contractual reporting requirements, modifying procedures as necessary.
- Prepare activity plans to accomplish all work required by the procedures.
- Liaise with client project control personnel as necessary.
- Prepare manhour, material quantity, and cost budgets from the cost estimate and update them upon approval of contract changes and budget transfers.
- Disseminate budget information to all operating groups, providing clarification and additional information as needed, and secure commitment to budgets as the cost target.
- Instill cost awareness within the project organization to control capital costs and identify scope changes.
- Gather latest cost analysis information from operating groups, ensuring accuracy and completeness.
- Attend meetings concerning cost matters.
- Maintain a comprehensive material and construction quantity control and reporting system, including current budget status, material take-offs, and forecasted quantities.
- Collaborate with the Project Planning Engineer on project status analysis.
- Review the impact of cost and schedule changes and analyze deviations and trends against budgets.
- Investigate deviations with relevant groups and advise on corrective actions to the Project Manager or Project Controls Manager.
- Establish and maintain all cost recording documentation.
- Provide comprehensive cost analysis and prepare forecasts of final project costs.
- Coordinate with Field Cost Engineers, Construction, and Site Managers to review field cost reports for inclusion in the overall project cost report.
- Review overall project status and forecasts monthly with the Project Manager and Project Controls Manager.
- Prepare monthly Project Cost Reports with narratives, backup data, summaries, and recommendations for corrective actions.
- Prepare quarterly Contract Profit Reports (CPR) with backup for review with relevant stakeholders.
- Audit invoices and payment certificates prior to payment, ensuring reconciliation between project cost reports and accounts billing information.
- Prepare final project statistics and evaluate procedures and systems for future improvements.
- As a Lead Cost Engineer, oversee subordinates, allocate work, monitor quality and timeliness, and provide technical guidance.
- Act as a sponsor to trainees, review their progress, and report periodically to the Manager of Project Controls.
- Perform additional functions as directed by the Chief Cost Engineer.
Qualifications & Experience
- National Diploma in finance, commerce, accounting, or equivalent, or relevant experience.
- Minimum 3 years industry experience and 5 years in cost engineering.
- Advanced proficiency in MS Excel and MS Access.
- Understanding of the engineering sector.
