Overview

The role involves developing and deploying sourcing commodity strategies to deliver value through strategic sourcing. Formulate and execute commodity strategies for designated commodities, and implement the iSCM strategy with a focus on quality, delivery and cost. Support key purchasing requirements including vendor search, vendor management, evaluation, negotiations, and post-delivery dispute resolution. Manage TNPA\'s portfolio of strategic commodities through cross-functional sourcing teams and contribute to the execution of the integrated Supply Chain Management strategy (iSCM).

Responsibilities
  • Commodity strategy formulation and execution: conduct market research and data analysis of strategic commodities; perform spend analyses to identify optimisation levers; develop cost-saving initiatives to reduce total cost of ownership; evaluate and prioritise initiatives and develop action plans; manage and participate in execution of strategic plans; contribute insights for continuous improvement of strategic sourcing; ensure commodity strategies respond to directives from the iSCM Council and authorities; provide regular progress feedback and escalate issues as needed.
  • Tendering process management: drive tender initiation and administration (tender register, documentation, invitations, receipts, scheduling, liaison with user departments); facilitate tender adjudication; manage award process including letters of acceptance or regrets and communication to ports.
  • Contracts management: manage contracts related to strategic sourcing and oversee renewal or termination processes.
  • Supplier relationship management: implement SRM strategies across the supplier lifecycle; map supplier capabilities and benchmark plans; enforce service level agreements; lead supplier reviews focusing on price, quality and delivery; manage supplier performance and scorecards.
  • Commodity performance monitoring: consolidate and report delivery against savings targets; track progress against savings plans using BI processes; highlight achievements and escalate issues; report monthly, quarterly and annually at divisional and group levels.
  • Compliance to policies, procedures and risk management standards: ensure compliance with legislation and support contract archiving, price adjustments and correspondence.
  • Strategic sourcing leadership: contribute to annual TNPA strategic sourcing budgeting and objective setting; participate in iSCM strategy and objectives; drive capacity development and succession planning; collaborate with cross-functional teams to foster a positive culture.
Qualifications and Experience
  • A relevant Bachelor\'s degree or National Higher Diploma (Technical, Financial or Commercial) is required, or CIPS Level 5; postgraduate in Business or Finance is advantageous; and at least 8 years of supply management experience in a large organisation. Alternatively, relevant qualification (NQF 6/7) with 8 years of relevant experience, including at least 3 years at managerial or specialist level in Supply Chain. Advantageous: Transnet Leadership Development Programme.
