Clinical Engineer Project & Quality Manager

Calderdale & Huddersfield Solutions Ltd have an exciting opportunity for an experienced Clinical Engineer the successful candidate will be working within the Clinical Engineering & Decontamination service to provide technical support and advice to a wide range of capital projects and as part of the reconfiguration program.

Main duties of the job

The post holder will lead and manage the delivery of all medical device replacement projects working with Clinical leads, Health Informatics service, Estates, Suppliers and other stakeholders across all Trust sites and will be responsible for project delivery.

The post holder will also lead on the departments drive to deliver a quality service to the Trust with respect to all services.

The post holder is required to work to the highest standards of safety and accountability and provide up to date technical information on medical devices and related subjects to key clinical staff. As a leader of the technical service, the post holder will be expected to carry out their duties with no supervision, whilst always forming departmental policies in consultation with the Head of Clinical Engineering & Decontamination service.

Job responsibilities

To manage projects and develop quality management system and processes within the scope of clinical engineering service. Provide professional advice on clinical building projects. To be prepared to stand in for the Head of Clinical Engineering & Decontamination Services in his absence. To assist the Head of Clinical Engineering & Decontamination services in provision clinical engineering maintenance support through a combination of internal and external resources. To advise the Trust in all matters relating to capital medical equipment and the procurement of a robust sustainable inventory of medical devices that will integrate with future plans. To ensure that the service meets statutory and NHS targets and requirements whilst offering quality and value for money as required by the Company in accordance with the SLA with Calderdale & Huddersfield NHS Trust. Manage departmental staff and external contractors as appropriate including, appointment, appraisal, CPD, recruitment and discipline. Accountable for service delivery and responsible for Capital budgets allocated to Projects. Act as the Medical Devices Safety Officer to promote the safe use of medical devices across the Trust and provide expert advice. Improve the quality of reporting and act as the essential link between the identification and implementation of medical devices safety initiatives to improve the safety of medical devices in regular use. Responsible for writing and developing the quality management system. Responsible for maintenance of the quality management system.

Person Specification
Qualifications
  • Professional and academic knowledge to BSc, HNC/HND & above or equivalent preferred however candidates with BEng, ONC/OND and relevant medical device experience should apply
  • Healthcare Science Practitioner NVQ Level 6 Clinical Engineering
  • Have or be prepared to work towards membership or accreditation with a relevant professional body e.g. Register of Clinical Technologists (RCT), Institute of Physics & Engineering in Medicine (IPEM) or Institute of Engineering Technology (IET)
  • Original Equipment Manufacturer (OEM) training in broad spectrum of equipment
  • Evidence of continuous professional development (CPD)
  • Healthcare Scientist NVQ Level 7 Clinical Engineering
  • Qualification in project management
  • Competent person Decontamination
  • Authorised person decontamination
Knowledge & Skills
  • Knowledge of medical equipment and its application and management and of clinical engineering principles
  • Knowledge of electronic workshop and field practices
  • Knowledge of computer and network systems and software in patient connected equipment and critical care environments
  • Knowledge of electrical and electronic engineering and fault-finding techniques
  • A good level of understanding of patient and staff risks arising from equipment failure, including reporting of incidents and MHRA Safety Alert distribution
  • Working knowledge of relevant legislation, national standards, professional and health & safety requirements e.g. ISO, BSI, IEC
  • Equipment management databases to maintain asset register and record work done
  • Test equipment both general and particular to medical devices
  • Computer based test equipment
  • Fine tools for equipment adjustment, fabrication and assembly

Experience
  • Relevant experience in electro/mechanical engineering workshop practices and techniques post qualification or equivalent
  • Experience in device applications, commissioning, preventative maintenance, servicing, inspection, repair, calibration, quality control, safety, acceptance testing and procurement
  • The application of workshop technology to medical devices, equipment and techniques in healthcare
  • Working in a hospital or similar environment / Working in patient areas
  • Working using own initiative to prioritise work and responding to clinical needs
  • Use of databases / inventory management systems
  • Experience of Excel, Word & PowerPoint etc. to set up documents, reports and spreadsheets
  • Experience of managing staff both directly and indirectly
  • Be suitably qualified and experienced to be Authorising Engineer
  • Able to demonstrate a background in engineering management
