Job description

We invite applications from a dynamic and experienced financial executive to join our leadership team as Chief Financial Officer (CFO).

The new incumbent, will manage financial resources, and play a critical role in the strategic direction and the success of the company. This pivotal role will ensure the effective stewardship of financial and operational resources to enable Casidra’s continued success and public value.

The successful candidate will report to the Chief Executive Officer (CEO).

The CFO will be responsible for overseeing and integrating the functions of Finance, ICT, Accounting, Payroll, Asset and Maintenance, and Supply Chain Management. The role will place specific emphasis on:

  • Leading the Finance Department and aligning financial functions with strategic organisational objectives.
  • Driving effective financial planning, budgeting, forecasting, and expenditure control.
  • Ensuring timely and accurate financial reporting in compliance with Treasury regulations, PFMA, Companies Act, GRAP, and King IV principles.
  • Managing payroll and salary control processes, ensuring accuracy and regulatory compliance.
  • Overseeing annual audit processes and securing unqualified audit outcomes.
  • Ensuring compliant procurement and supply chain practices that support efficiency and good governance.
  • Asset management, insurance coverage, maintenance planning and implementation, and associated risk mitigation.
  • Reviewing and updating relevant policies and procedures.
  • Providing oversight of legal administrative matters, including contract management and debt recovery.
  • Supporting strategic and operational planning processes and contributing to corporate reports and policy frameworks.
  • Leading people management initiatives including performance management, talent development, training, succession planning and sound labour relations.
  • Develop and implement financial strategies that align with the entity's mandate and shareholder expectations (e.g. Provincial Treasury, DOA).
  • Support the CEO and Board in decision-making with financial insights and scenario analysis.
  • Contribute to corporate strategy, particularly in ensuring long-term financial sustainability and developmental impact.
  • Oversee external audits and implement audit action plans.
  • Establish and maintain robust internal control systems.
  • Manage working capital and ensure financial liquidity of the SOE.
  • Oversee funding arrangements.
  • Represent the entity/company in client, partnership and funding engagements and
  • Implement cost-saving and value-for-money initiatives.

Qualifications: A Chartered Accountant [CA) with SAICA or appropriate financial qualification (at least NQF 8).Registered Professionals with SAICA will be given preference.

Experience: Minimum 10 years’ experience working in a PFMA-governed environment, at least 10 years’ experience in a senior or executive management position.

Skills and Competencies: Strong skills in financial strategy, budgeting, planning, and reporting, demonstrated leadership in corporate governance, audit readiness, and compliance. Ability to lead multi-functional teams across Finance, SCM, Asset Management and ICT. Excellent analytical, decision-making, communication, and stakeholder engagement skills and strong understanding of supply chain legislation and risk management.

Remuneration: Evaluate 14 (TCOE: R 1436022 – R 1617 666 per annum) - The total cost of the remuneration package will be determined based on candidate’s qualifications and experience.
