Job description

The purpose of this position is to provide executive leadership, strategic management, and ensure excellent financial performance across all aspects of the organization within the gambling environment. The role also involves implementing a clearly defined growth strategy to ensure effective functionality and sustainability in line with organizational objectives.

Key Performance Areas
  1. Provide oversight in managing the entity's resources according to the PFMA, approved strategy, and budget.
  2. Ensure resource development to improve competency and knowledge of developments in the gambling industry.
  3. Develop and implement a retention strategy to foster employee engagement.
  4. Drive the transformation agenda in the gambling industry in line with Broad-Based Black Economic Empowerment.
  5. Ensure effective and efficient execution of regulatory gambling operations within the Western Cape.
  6. Develop, implement, and maintain infrastructure, policies, and procedures related to employee safety, health, quality, and environmental standards, ensuring compliance with legislation.
  7. Ensure collection of taxes and revenue as per the applicable acts.
  8. Implement the Board's Strategic Plan and Annual Performance Plans within the approved budget and legal framework.
  9. Regulate the gambling industry effectively and implement strategies to protect the Western Cape population from the socio-economic impacts of gambling.
  10. Ensure the Board complies with legislative directives and that gambling legislation aligns with national norms and standards.
  11. Promote good corporate governance and best practices concerning IT systems for regulatory audits, records, and reporting.
Minimum Requirements
  • Proven leadership skills at executive management and strategic levels.
  • Deep knowledge of good corporate governance.
  • Experience with legislation related to gambling regulation, labour practices, public finance management, Broad-Based Black Economic Empowerment, mergers, and acquisitions is advantageous.
  • Experience in Governance, Compliance, IT audits, Risk mitigation, Legal, and Corporate Services is advantageous.
  • Experience in performance monitoring and evaluation against strategy and budget.
  • Working knowledge of legislation impacting organs of state is advantageous.
  • Knowledge of legislation governing gambling and horseracing industries in South Africa is advantageous.

In addition, candidates should possess good communication skills, high emotional intelligence, strong leadership, people management, team building, motivational skills, and stakeholder networking abilities.

All shortlisted candidates will undergo a technical exercise to assess relevant technical elements of the role. Post-interview, candidates will be recommended for a competency assessment in accordance with recruitment policies. Candidates must be available for assessments and interviews at scheduled times and must be prepared for a probity investigation.
