Responsibilities :

Stakeholder Management and Communications :

  • The business has many external stakeholders; key government stakeholders in tax are the National Treasury, SARS, and the Tax Ombud. As a recognised controlling body under the Tax Administration Act, the business must comply with SARS mandates to retain its authority. On the education and professional body front, the business must satisfy the South African Qualifications Authority and the Quality Council for Trades and Occupations to retain its authority to professionalize and educate the industry.
  • The business must satisfy the demands of its members and maintain a high profile in the tax industry. A key requirement for the business is to obtain speakers, panel members, and chairpersons for key events, webinars, and publications. The business mandate includes its articles programme that assists in converting university education into initial working experience. The business must communicate with the media and public to retain and heighten the business status in terms of national tax matters vis-à-vis other professional bodies.
  • Given these requirements, the CEO must have an established brand within the community. Key government stakeholders such as SARS should preferably have a pre-established relationship. The CEO's status in the industry will be required to draw voluntary support for events, webinars, and publications. Tax professionals need to know that the issues raised are understood at a deeper level. Experience in tax education is a plus given the required connections with various universities for the business future member pipeline.
  • The CEO is also expected to have media skills. The CEO must be able to quickly respond to television, radio, and other electronic media interview requests as well as provide news commentary. The CEO must be able to cover a broad range of topics at rapid speed.

Strategic Direction :

The CEO must have management experience. The CEO must provide thoughtful and visionary executive leadership that is inclusive, transparent, and empowering. This leadership should guide the organisation's mission as defined by the Board of Directors.

These efforts include :

  • Presenting strategic options and plans for organizational impact and gaining board approval.
  • Contributing to the strategic plan and driving its implementation.
  • Working with external stakeholders to develop collaborations and to address government policies and operations uniquely impacting tax professionals.
  • Organizing, motivating, and mentoring internal team leaders to strategically grow the organization's impact and programmes.
  • Inspiring a professional results-driven environment across the organization.

Governance and Social Responsibility :

The business governance is key given its nonprofit status and its semi-public purpose. In terms of accountability to the business board, the CEO must :

  • Maintain regular and ongoing communication to build strong relationships with the board.
  • Implement Board policies and procedures and build support for Board decisions amongst staff.
  • Work closely and openly with the board and its committees ensuring ongoing communication of risks, issues, and successes.

A professional body requires that professionals operate ethically. The CEO must set key ethical standards for the tax industry and upgrade those standards as issues arise. The CEO must ensure that adherence to these standards is fully understood and accepted as the appropriate outcome for members, staff, and the public. Some of these ethical guidelines will be imposed by SARS due to business recognised controlling body status.
