Responsibilities
In addition to those responsibilities and duties prescribed in Sections 207 and 208 of the Municipal Government Act and the powers and duties as may from time to time be assigned or delegated by By-Law or resolution of Council, the CAO shall:
- Coordinate, direct, and supervise the implementation of the policies and programs of Council;
- Coordinate and direct presentations by administrative staff to Council on municipal operations, making recommendations where appropriate;
- Ensure Council receives all information and reports it requires to make effective policy decisions;
- Attend, or be represented by a designee, at all meetings of Council and assist in the decision-making process by providing advice, guidance, and consultation as required;
- Keep the Mayor informed of the day-to-day operations of the town;
- Catalogue the policies of Council and ensure that information concerning these policies is distributed to and understood by the relevant administrative staff;
- Develop satisfactory procedures concerning budget preparation and financial reporting of the Town’s revenue and expenditures, including:
- Preparation and submission to Council of the annual budget with appropriate explanation;
- Recommend cost reductions where possible, without substantially changing established programs;
- Report to Council any other matters either administrative or financial that relate to the control of the affairs of the Town.
Act as Human Resources Officer:
- Ensure the development of comprehensive personnel policies and programs covering the selection, compensation, training, development, retention, and placement of Town employees;
- Supervise, hire, promote, discipline, demote, suspend, terminate, transfer, and direct all employees of the Town;
- Recommend to Council proper staffing levels, salary adjustments, fringe benefits, and working conditions;
Perform the function of Development Officer for the Town;
Enforce or cause to be enforced by-laws and resolutions of the Town;
Ensure the prompt and proper handling by administration of all requests, inquiries, and complaints by town residents, including establishing policies and procedures for dealing with complaints;
Serve as the Chief Purchasing Agent of the Town:
- Ensure the efficient and cost-effective procurement of goods and services required by the Town;
Liaise with other local authorities and the Provincial and Federal Governments as required;
Stay informed of governmental and community affairs and ensure that Council and Town employees are made aware of significant trends;
It is expressly implied that Council authorizes the CAO to delegate responsibilities assigned to the office to establish an efficient and workable administrative structure, provided such delegation is consistent with the provisions of the By-Law appointing the CAO and the MGA or any other act of the Province;
Perform any additional duties assigned from time to time by Council.
