CHIEF ADMINISTRATION CLERK: PROPERTY MANAGEMENT

Requirements:

  • Grade 12 plus 3-5 years’ experience in property environment. A Bachelor/B-Tech/National Diploma in Real Estate/Town and Regional Planning/GIS is advantageous.
  • Understanding of PFMA/Treasury Regulations, Prevention of Illegal Eviction from and Unlawful Occupation of Land Act 19 of 1998, Government Immovable Asset Management Act 19 of 2007, Occupational Health and Safety Act 85 of 1993, and the South African Schools Act 84 of 1996.
  • Advanced computer skills, including proficiency in Excel, the Chief Surveyor General cadastral survey management system, and various GIS systems.
  • Good communication skills, self-motivated, goal-oriented, able to work under pressure and in a team.
  • Valid Driver’s license.

Duties:

  • Maintain and update the Immovable Asset Register (IAR) of the GDE.
  • Generate property reports to assist in projects such as rehabilitation, maintenance, and refurbishment.
  • Prepare requests for permission to occupy and build (PTOB) for municipalities or developers.
  • Assist in property acquisition and lease management.
  • Prepare mandates for property transactions with GDID.
  • Support districts in identifying sites for schools and their rollout.
  • Provide property information for strategic briefs, business cases, or project lists.
  • Verify and confirm GDE properties using spatial information systems like C-SG, Google Earth, Winded, municipal GIS, lapsis, 1map, etc.
