The Chief Financial Officer (CFO) is one of three executive directors on the SABC board, alongside the Group Chief Executive Officer (GCEO) and Chief Operating Officer (COO). The CFO is responsible for developing financial strategy, overseeing the SABC’s financial planning, budgeting, control processes, accounting practices, policy compliance, supply chain management, and maintaining relationships with financial institutions.
DUTIES AND RESPONSIBILITIES
Develop and Implement Finance Strategy
- Achieve an annual clean audit opinion from the AGSA.
- Collaborate with EXCO to develop corporate strategies and plans, and monitor their execution.
- Promote good governance and prudent financial management at the SABC.
- Ensure the SABC Strategy is coherent and feasible within financial and operational constraints.
- Guide the Finance Management Team in developing functional strategies, including Finance & Supply Chain Management.
- Provide cost-effective, reliable, and sustainable financial services.
- Contribute to License Fee Strategy development and implementation.
- Develop innovative funding models for SABC.
- Support the development of revenue and sales strategies to enhance financial sustainability.
- Advise on the financial aspects of strategic partnerships and content acquisition.
- Develop investment strategies and engage with relevant government bodies to secure funding.
- Ensure the Finance Operating Model is aligned, efficient, and effective.
- Oversee the implementation of the Finance strategy and manage financial sustainability.
- Identify potential funders and develop proposals.
Operational Efficiency and Cost Management
- Support divisions in developing aligned operational budgets.
- Manage treasury functions, investments, borrowings, and risks.
- Oversee financial reporting, budgeting, and cash flow management.
- Ensure financial systems are integrated, secure, and functional.
Governance, Risk, and Compliance
- Develop internal controls and ensure compliance with legislative requirements.
- Manage procurement risks and ensure SCM policies support organizational goals.
- Maintain adherence to legislative frameworks like PFMA, NT Regulations, and GRAP standards.
- Implement risk management plans and monitor internal audits.
Stakeholder Management
- Provide timely compliance reports to stakeholders and Parliament.
- Participate in Board and subcommittee meetings, especially the Audit/Finance Committee.
- Oversee the SABC Pension Fund administration.
- Manage relationships with key stakeholders including DCDT, National Treasury, and strategic partners.
Leadership and People Management
- Implement performance management and talent development practices.
- Enhance the financial capabilities of the organization through leadership and technology.
- Maintain effective communication and confidentiality within the finance team.
Inherent Requirements
Formal Qualifications: Chartered Accountant / ACCA or equivalent.
Experience: Minimum 10 years in finance, with at least 5 years in general management; public sector experience is advantageous.
Knowledge: Financial management, business and budget planning, PFMA, treasury regulations, strategic management, MIS, financial reporting, and project accounting.
