Job description

Requirement Overview

The primary responsibility of this position is to oversee administrative processes encompassing financial, human capital, governance, and integrated operational management. Ensure the efficient and cost-effective operation of BU practices and transactions with precision. The ideal candidate would be someone who is energetic with strong leadership skills and can manage the process effectively without losing attention to detail. They should have the capability to learn quickly and understand organisational systems and processes. In addition, possessing excellent people skills is necessary, coupled with the ability to delegate tasks effectively and lead a team in a less structured setting.

Strategic Function

  • Provide strategic support to the implementation and monitoring of the Business Unit (BU) balance scorecard (BSC) initiatives within the BU
  • Monitor the BU implementation plan of the BSC initiatives.
  • Co-ordinate the BU quarterly and annual BSC reporting

Product Management

BU Balance Score Card management

  • Provide administrative support in the implementation of the BU BSC about the implementation and monitoring of the BU action plan
  • Monitor and evaluate the effective implementation of the BU BSC initiative
  • Coordinate the compilation of the BU BSC quarterly and annual report

BU Human capital management

  • Responsible for managing the BU establishment including the monthly validation for payroll purpose
  • Manage the bursary and study loan applications of staff within the BU.
  • Coordinate the on-boarding process for new staff members in the BU and provide administrative support and guidance to new employees in collaboration with the business partner
  • Provide support to the implementation of all BU recruitment processes including contract appointments within the BU
  • Provide support to the HR champion/business partner on the implementation of the performance and talent management process
  • Support the BU implementation of training
  • Compile, manage and monitor the BU employment equity plan, in accordance with approved policies and procedure
  • Coordinate BU resource pooling process

BU Internal control, governance, and risk management

  • Review of the BU internal control files and other documentation before BU sign-off.
  • Promoting and managing sound internal controls within the BU and being up to date with the latest developments at the Auditor General (AG).
  • Co-ordinate the BU internal audit processes including monitoring and provide follow up on the corrective actions taken by SM’s/centres within theBU.
  • Manage the BU policy register and ensure that correct/ updated policies are available on the AGSA intranet.
  • Monitor the BU's adherence to policies and procedures by conducting audits and investigationons.
  • Manage and control supply chain management activities within the BU.
  • Implement effective administrative and office management systems and practices for the BU.
  • Responsible for managing and monitoring of the BU ethics register, annual declaration processes, including the monitoring of staff joining the auditees.
  • Compile BU reports in accordance with the AGSA requirements.
  • Coordinate the BU facilities management processes (physical building) including management and monitoring of the service contracts and performance of service providers such as security, cleaning and landlord (applicable to regional BU AMs)

Project Management

  • Analyse/review the internal stakeholders’ project requirements and all relevant projects documentations in line with AGSA’s project management methodology (e.g. Prince2).
  • Manage project budgets in line with centre budgeting and AGSA budget guidelines and do variance analyses including the variance analysis reports and submission to line manager for review and approval.
  • Assess the implementation plan and ensure strategic alignment to strategic objectives of the AGSA, feasibility and viability in line with applicable policies and procedures.
  • Review the project risk registers for risk assessment and risk action monitoring, projects progress reports, and other projects milestones documentation.
  • Develop and oversee criteria for project quality control and monitoring mechanisms in line with the applicable policies and procedures.
  • Submit ongoing project reports and monitoring documentation in accordance with project milestones management.
  • Manage business continuity plans and testing as well as alignment to disaster recovery objectives of the organisation.
  • Provide support in the development of business process redesign and aligning these to BU / organisational strategic objectives.
  • Manage projects requirements or change request documents on behalf of BU staff.
  • Manage the change control plan process including the delivery and sign-off of approved change requests for all registered Projects.
  • Work closely with subject matter experts or process owners to optimise processes and recommend improvements.
  • Work with relevant stakeholders in relation to testing function and be responsible for user acceptance testing.
  • Work with the project owners to define project-training needs and develop plans for the delivery of trainings including the roll-out.

Stakeholder Management

  • Build and maintain positive relationships with internal and external stakeholders
  • Provide support and guidance to internal stakeholders on BU processes to ensure alignment and stakeholder needs.
  • Communicate the BU goals and objectives to all stakeholders to ensure understanding and adherence of these by all relevant stakeholders.
  • Engage with both internal and external stakeholders to identify and evaluate performance barriers and success to continuously improve the administrative support and delivery of services

People Management

  • Support the implementation of the activities outlined in the BU People Plan, transformation/cultureplans.
  • Manage team performance to drive product activity.
  • Motivate, coach and mentor staff to ensure maximum productivity and development of the staff to their full potential
  • Participate in initiatives to attract talent.

Financial management and operational management

  • Provide financial management support to business with the compilation and coordination of the BU annual expenditure budget.
  • Provide on-going monitoring of the BU budget through detailed monthly variance analysis schedules and other financial matters/reports.
  • Monitor adherence to the required financial performance standards for the business unit.
  • Monitor compliance with internal processes and procedures.
  • Support the management and control of the annual contract work allocations (contract management).
  • Manage the BU debtor’s control.
  • Perform and monitor recoverability for the BU.

Formal Education

Degree or Advanced Diploma in Business Administration or Bcom management /Accounting.

Experience

  • Minimum 3-5 years’ experience in office administration with at least 3 years’ experience operating at a senior administrator level.
  • It will be an added advantage to have people management as well as project management experience.
