Job summary

SACAA in Centurion seeks an Aviation Environmental Compliance Trainee for a 1-2 year contract. You will be trained to review EIAs, implement CORSIA and oversee CARs/CATS related to Environmental Protection, coordinating with ICAO, IATA, ACI and national bodies.

Education required is a National Diploma in Environmental Science/Management, with added advantage for a degree. At least 1 year of environmental compliance experience is preferred.

Qualifications

• National Diploma in Environmental Science/Management or Relevant Equivalent qualification.
• Experience in Environmental Compliance is preferred.
• Knowledge of environmental regulations is advantageous.

Responsibilities

• Review EIAs and support implementation of CORSIA.
• Oversee regulatory oversight of CARs and CATS related to AEP.
• Assist in audits of aerodrome and operator environmental plans.
• Coordinate with ICAO, IATA, ACI and national stakeholders.
• Perform administration and liaison tasks for AEC.

OVERALL PURPOSE OF THE JOB

• The Aviation Environmental Compliance Trainee will be trained to
• review of Environmental Impact Assessments (EIAs) reports
• implementation of Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)
• managing the regulatory oversight of Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) related to Aviation Environmental Protection (AEP).
• adherence work programs related to ICAO Annex 16 Standards and Recommended Practices (SARPs) on Environmental Protection i.e. aircraft emissions, aircraft noise, CO2 emissions, climate change and global warming.
• Assist in process of oversight, auditing and approval of aerodrome and aeroplane operators’ environmental plans.
• conduct AEP audits
• ensuring the co-ordination of, all aspects of AEP interventions with international stakeholders (ICAO, IATA, ACI), national stakeholders (Dept. of Transport/ Environmental. Affairs/ Treasury/ Rural Development & Land Reform) and industry, e.g. Air Traffic Service Providers (ATSPs), Aerodrome operators, Airlines, etc.

AEC Operations

• Develop Master Surveillance Plan to ensure comprehensive industry oversight and surveillance in line with the set objectives/performance indicators.
• Plan and execute inspection schedules regarding compliance with aerodrome environmental management in accordance with ISO procedures
• Plan the implementation of CORSIA-related requirements for aircraft operators
• Facilitate training on ACT-CORSIA
• Assess Emissions Monitoring Plan and Emissions reports for international aircraft operators
• Review Environmental Impact Assessment reports in relation to Civil Aviation Regulations for comments

Administration

• Handle AEC administrative duties
• Plan AEC Inspections including travel arrangements
• Assist with maintenance of Aviation Environmental Protection (AEP)-related documentation

Policy Management

• Assist in the development of Regulations (CARS and CATS)
• Assist in Programmes related to ICAO Annex 16 on Environmental Protection
• the development and drafting of new or amendment proposals of regulations and technical standards related to Annex 16 and develop guidance material, where necessary.
• Learn the regulatory process on evaluation of related Government Departments/ Provincial/ Municipal laws, such as land use planning, noise abatement operating procedures, emission control through operational practices, etc.
• adhere to all Quality Assurance standards in compliance with ISO 9001/2000 within the area of AEC

Liaison and Consultation

• Assist in coordinating activities with the industry in relation to technical/ scientific bodies on AEC through SACAA approved processes
• Learn to engage in SACAA AEC partnerships and cooperation with national stakeholders, international, regional and industry organisations.
• Assist in addressing public enquiries on AEC issues.
• Participate in AEP awareness training with the industry

Communications and Safety Promotion

• Participate in AEP workshops, Environmental Compliance Committee with affected parties and learn to develop material required by stakeholders to communicate AEP matters.
• Learn to develop guidance material to promote environmental standards and objectives to industry stakeholders.

EDUCATION

Minimum

• National Diploma in Environmental Science/Management or Relevant Equivalent qualification

Added Advantage

• Degree in Environmental Science/ Management or related
• Knowledge of National Environmental Act and EIA regulations will be added as an advantage

EXPERIENCE

• 1 year Environmental Compliance
• Aviation Environmental Compliance would be an added advantage
