Jhpiego is seeking a Finance and Administration Lead to oversee financial operations and compliance across its South Africa program. The role involves leading teams, developing financial policies, and ensuring effective resource management while supporting strategic priorities. The ideal candidate will have extensive experience in financial management within NGOs and strong leadership skills.
Lead the finance and administration teams across the entire Jhpiego South Africa country program, including sub-offices.
This includes training, supervising, mentoring, coaching, and developing staff capacities and potential, recognizing outstanding performance, and identifying areas for development.
Foster a collaborative team approach. Propose and lead structural or management changes to ensure a more effective and productive working environment with appropriate delegation. Ensure implementation of sound financial and administrative systems and processes for smooth functioning of the country and sub-offices. Lead the development and oversee implementation of financial policies and procedures in accordance with Generally Accepted Accounting Principles, ensuring compliance with government, donor, and Jhpiego regulations, and their effective utilization across the programs.
Maintain up-to-date knowledge of changes to national laws/regulations and propose necessary amendments to Jhpiego policies. Lead by example to ensure cost-effectiveness and efficiency in operations, identify cost-saving opportunities, and set standards for transparent financial management. Oversee preparations for audits and reviews, and implement measures to address findings. Support strategic priorities as a member of the Senior Management Team (SMT).
Advise the Country Director (CD) and SMT on financial and administrative matters, proposing solutions to bottlenecks. Ensure project compliance with award terms, conduct regular checks, and coordinate with the compliance officer for sub-grantees. Build capacity of project staff in award management and understanding of financial concepts like NICRA and F&A rates. Resolve contractual issues and support negotiations to minimize risks. Develop internal procedures to monitor grants and ensure financial data integrity in QuickBooks.
Review financial transactions for allowability and accuracy, ensure compliance with South African legal requirements, and develop internal controls and risk assessments. Support cost tracking, financial forecasting, and reporting per donor and organizational standards. Oversee procurement, asset management, and vendor agreements. Manage IT support and security policies in collaboration with the CD. Assist in developing and tracking budgets, alerting management to variances, and supporting new program development.
Identify strategic opportunities for program expansion, facilitate innovative approaches, and support strategy development. Perform additional tasks as assigned by the CD to further Jhpiego’s mission.
**Qualifications:** Masters and/or ACCA or equivalent. Minimum ten years’ experience in accounting, financial management, budgeting, or auditing within an NGO. Knowledge of management principles, US and local regulations, and financial procedures. Proficiency in Excel, Word, Outlook, accounting software, preferably QuickBooks. Strong communication, interpersonal, decision-making, facilitation, and team-building skills. Fluency in English and ability to work effectively with government, NGOs, and donors.
