Administrator: Learning and Development

Job Purpose

  • The role is responsible for all activities related to Human Resource Development, including Talent Acquisition, Learning and Development, and Transformation initiatives. Provide administrative support to the Talent, Acquisition, L&D, and Transformation Lead, the Site HR, Mentors, Training Providers, and Learners. Assist the Lead with compliance matters related to B-BBEE COGP, Employment Equity, and Skills Development Act.

Key Responsibilities

  • Coordinate and facilitate the rollout of CSCS Foundations Training for all employees.
  • Support the coordination and rollout of the Supervisory Academy and other certified Leadership Training programs.
  • Manage related projects—recruitment of learners, liaison with learners, mentors, training providers, and TETA to ensure successful program delivery from start to finish.
  • Consolidate monthly training reports, track associated costs, and support monthly and annual reporting for TETA ATR, Employment Equity, and Skills Development spend on the B-BBEE scorecard.
  • Maintain accurate training records in both paper and IT systems, updating them regularly.
  • Coordinate communication with DCs and Site HR to ensure training is recorded, documented, and filed timely.
  • Oversee registration for Learnerships/Interns/Graduates and support employees during their programs.
  • Act as secondary Skills Development facilitator and serve as National Equity Committee Secretary.
  • Support site Equity committee activities, including communication, reporting, minutes, and compliance.
  • Manage purchase orders and follow up on supplier invoices.
  • Assist with training logistics—booking rooms, informing participants, billing, catering, and equipment.
  • Coordinate all Learnership/Intern administration—candidate shortlisting, interviews, contracts, leave, onboarding, and terminations.
  • Support B-BBEE compliance activities.
  • Assist in preparing and submitting the annual ATR and WSP.
  • Manage applications and reporting for TETA projects.
  • Onboard training providers and suppliers.
  • Support the full range of training activities within the Talent, Acquisition, L&D, and Transformation Department.
  • Skills Development Facilitator Responsibilities:
  • Assist in developing Workplace Skills Plan (WSP) in line with SETA requirements.
  • Submit WSP and ATR reports.
  • Advise on SETA quality assurance requirements.
  • Serve as contact between employer and sector SETA.
  • Provide expertise on skills development strategies.
  • Evaluate skills needs and monitor implementation.
  • Formalize employee qualifications through RPL.
  • Employment Equity Facilitator Responsibilities:
  • Capture Employment Equity and WSP data for reporting.
  • Participate in recruitment and selection, including committee meetings and interviews.
  • Develop interview questions aligned with advertised criteria.
  • Monitor candidate screening based on qualifications and experience.
  • Complete Employment Equity Reports & Plans for submission.
  • Support online recruitment platform (Avature).

Qualifications & Experience

  • Education:
  • Matric – Essential.
  • University degree or equivalent qualification.
  • Skills Development Facilitator or OD-ETDP qualification.
  • Experience:
  • Experience in Supply Chain.
  • 4-5 years in HR administration.
  • Knowledge of Skills Development, Employment Equity, B-BBEE administration.
