World Food Programme seeks a Strategic Advisor (International Consultant - Level II) for the Venezuela Country Office, based in Caracas. The role focuses on strengthening WFP's strategic positioning, social protection narratives, and partnerships with government and donors.

The successful candidate will lead communications products, support crisis communications, and coordinate with ministries and IFIs to advance social protection and value chain initiatives in Venezuela.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP re-entered Venezuela in 2021 and has since implemented a school meals programme (SMP) – the trust built over time with communities, and authorities (through quality and consistent delivery) allowed Venezuela CO to diversify and now also implements community-based programmes, as well as emergency preparedness and response, with a total of 760,000 Venezuelans assisted in 2025.

2026 has generated a new and so far unchartered space where WFPs value proposition goes beyond direct delivery / implementation, and into the strengthening of social protection systems, value chains, and evidence generation.

The profile is considered unique in that it project manages multiple strategic lines of work that technical units such as programme, supply chain, partnerships and communications feed into, and articulates the work done and how it feeds into the overall value proposition.

Being successful in this role requires experience in programme (social protection), partnerships (focus on IFIs), communications at varying levels (internal, external and very importantly, with communities), and experience operating inside Venezuela.

This position will report to the Deputy Country Director.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Elaborate WFPs value proposition articulating entry points into areas such as social protection, value chains and evidence generation
2. Build “what’s in it for them” narratives for multiple Governmental and Donor audiences
3. Construct communications products around the value proposition
4. Lead WFP’s rebranding and strategic positioning in Venezuela by articulating and communicating WFP’s added value in social protection, value chains and evidence generation, raising visibility of its technical strengths, and ensuring the country office is seen as a credible, forward looking partner in this space.
5. Oversee crisis communication efforts related to WFP repositioning on social protection, ensuring consistent, risk sensitive, and institutionally safe messaging in a complex and politically sensitive environment.
6. Advice Country Office senior management with high level engagement with the Government of Venezuela, ensuring coherent, trusted, and effective relationships across ministries and institutions relevant to social protection, food security, education, and economic development.
7. Drive partnerships and resource mobilization efforts with existing and prospective donors and IFIs (e.g., World Bank, IDB, CAF), developing pitches, investment cases, and tailored advocacy materials to attract financing for social protection initiatives.
8. Cultivate multi sector engagement with academia, think tanks, civil society, and the private sector to inform policy discussions, generate evidence, and build coalitions supportive of strengthened social protection systems.
9. Any other related duty.

DELIVERABLES AT THE END OF THE CONTRACT:

WFP Venezuela value proposition (social protection, value chains and evidence generation) articulated and supported with corresponding communications materials / products, including “what’s in it for them” narratives.

Work plan with multiple ministries and institutions relevant to social protection, food security, education, and economic development completed.

WFP Venezuela entry points with International Financial Institutions (i.e. WB, IMF, IDB, CAF) - as they pave the way to re-engage with Venezuela - articulated.

Map relevant actors in academia, think tanks, civil society, and the private sector to inform that build coalitions supportive of strengthened social protection systems, value chains and evidence generation.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced Studies in Communications, Advocacy, Public Policy, International Relations, or related Fields.

Experience: Minimum 8 years of experience in advocacy, strategic communications, external relations, partnerships.

Knowledge & Skills:

• Strategic advocacy and communications, with a proven ability to strengthen institutional positioning.
• Data storytelling and developing investment cases from complex data and evidence.
• Ability to connect dots and guide multidisciplinary teams to align advocacy efforts.
• Understanding of WFP portfolios and its entry points on social protection -with emphasis on school meals, preferred.
• High political acumen, adaptability, and contextual awareness, with experience in fragile or politically complex settings -Latin American policy arena preferred.

Languages:

Spanish – native or fluent proficiency, required. English (fluent) is required, and a third UN language, preferred.
